Performs contracting and procurement functions to purchase supplies and services using simplified acquisition techniques and methods. The incumbent is responsible for preparing and issuing solicitations and negotiating the award for typically commercial off the shelf supplies and services, such as purchase orders, delivery orders, simplified acquisitions, blanket purchase agreements and purchase card orders.
Reviews requirements package for completeness, accuracy, and compliance with administrative, regulatory, and procedural requirements. Develops and issues solicitations, evaluates bids or offers, and prepares and issues documentation to support purchase decision and contract award. Maintains effective and supportive relationships with internal and external customers and takes initiative to resolve areas of disagreement. Maintains complete contract file and performs contract administration functions for all assigned purchases. Monitors contractor performance to ensure full compliance with contract terms, conditions, and specifications. Performs job-site visits as necessary to conduct special compliance checks. Performs contract closeout upon completion.
The incumbent may serve as a warranted Contracting Officer within prescribed authority limits.
Uses automated acquisition systems, Microsoft Windows, Word, Excel, Outlook, and other software as required to perform duties.
