    The VA Black Hills Health Care System (VA BHHCS) is located in the beautiful Black Hills of Western South Dakota. South Dakota has No State Income Tax, has been named one of the Happiest and Safest States in the nation, is home to Top Ten Scenic Drives and Top Ten National Forests, features an Outdoor Life's Top City for Outdoor Enthusiasts and hosts the legendary Sturgis Motorcycle Rally.


    VA BHHCS is where we live and work in rural small town settings, only minutes from Rapid City's shopping, dining, cultural and entertainment venues.     With primary campuses at Fort Meade and Hot Springs and numerous Community Based Outpatient Clinics, VA BHHCS provides primary and secondary medical and surgical care, along with Residential Rehabilitation Treatment Program services, for Veterans from North and South Dakota, Wyoming and Nebraska.     Responsibilities

    This position is located in the Human Resources Management Service within the Black Hills Health Care System Medical Center.  Incumbent is responsible Performing contract negotiations, contract administration, advice on managing and resolving contract grievances and unfair labor practices (ULP) charges, MSPB Appeals, Settlement Agreements, Memorandums of Understanding, etc.; Providing agency management with interpretations of personnel procedures, policies, practices and working conditions for issues that may be complex, highly controversial, precedent setting, and affecting more than one area of personnel policy; Providing consultative services and useful information to managers and ensuring issues relative to the agency are appropriately addressed. Issues may include interpretations of negotiated agreements, as well as precedent-setting cases and binding guidance;Taking a proactive approach in working with management and affiliated labor organizations to resolve problems and to implement needed changes; and Developing complex management positions, proposals and strategies, and utilizing creative resolutions for those of an unusual nature.


    The designated Employee Relations responsibilities include the providing consultation to management by:
    Providing technical advice and assistance in resolving issues involving employee conduct and/or performance; and
    Ensuring proper interpretation of applicable laws, rules, regulations, and VA personnel policies and practices to ensure compliance in the fulfillment of the Agency's mission to serve our Veterans.

    Work Schedule: Monday - Friday, 80 hours a pay period.

    Work Location: These positions can be located at the Fort Meade or Hot Springs, SD campus with responsibilities at both VA BHHCS facilities and the outlying Community Based Outreach Clinics (CBOC).
