    The Federal Election Commission is an independent federal agency established by the Federal Election Campaign Act (FECA). It is governed by six Commissioners appointed by the President with the advice and consent of the Senate. FECA requires disclosure of campaign contributions and expenditures by candidates for federal office and committees supporting those candidates, and imposes limits on the amount and sources of federal campaign contributions. FECA was designed to foster fair enforcement and the confidence of the electorate in the integrity of the nation?s political financing. The statute also provides the Commission with independent litigation authority before the U.S. District Courts and Courts of Appeals throughout the nation, and the Litigation Division in OGC is responsible for representing the Commission before those courts.

    The FEC is currently located in Penn Quarter in northwest Washington, DC near several Metro subway and bus stations. In approximately a year from now, the FEC will be moving to 1050 1st Street, NE, similarly situated near public transportation in the NoMa neighborhood.

The Federal Election Commission is looking for a hard-working, enthusiastic individual with litigation support experience and superior organizing abilities to serve as an Administrative Assistant in the Litigation Division of the Office of General Counsel (OGC). The administrative professional hired for this opening will provide administrative assistance to a dedicated team of public servants handling important cases.

    The incumbent serves as the personal and confidential administrative assistant to the Associate General Counsel for Litigation and assists the rest of the Litigation Division, including the Assistant General Counsels, staff attorneys, paralegal specialists, and any other staff working under the general direction of the Associate General Counsel for Litigation. Working under the immediate direction of the Associate General Counsel, the incumbent plans, coordinates, and carries out the administrative work of the Division. That program, technical, and secretarial support to the Division includes preparation and circulation of court documents, researching and locating information, managing and performing administrative requirements of the Division, scheduling and preparing for meetings, maintaining documents and files, and other tasks that are necessary to maintain a smooth and efficient operation of the Division.

    The incumbent has the responsibility to:

    1. Maintain case records, which include court filings, correspondence, and discovery and other materials. Organize and maintain system for electronic and hard-copy case files and, in some circumstances, indices for those files, and assist with management of case tracking systems. Assist with archiving and NARA compliance.
    2. Manage aspects of the production process for Litigation Division briefs and other work product, including assisting in the collection and organization of exhibits, creating tables of authorities and contents, inputting edits, proofreading, preparing hard copies of filings including through binding, creating spreadsheets, and editing files in Portable Document Format or other common software. Transmit mailings and court filings, including via mail and hand delivery.
    3. Prepare and distribute court materials throughout the Commission, including distribution of hard copies of court filings to Division staff, electronic circulation of filings to an internal distribution list, and transmission of memoranda to the Office of Commission Secretary.
    4. Establish and maintain process control systems which provide information and the status of current assignments, mail, and historical files, including information on court-imposed deadlines for submission of materials and documents.
    5. Prepare a variety of reports and letters. Check for correct format, grammar, and spelling. Research, locate, and assemble supplemental material for reports and letters. Assemble material in final form.
    6. Research, retrieve, and locate cases, Division and other FEC records, and other sources for Litigation staff, including the creation of binders of materials for attorneys for arguments and depositions.
    7. Assist in the operation and management of the Division by providing administrative support services to staff, including implementing changes in administrative policies and procedures and assisting with arrangements for team- and community-building efforts.
    8. Screen visitors and phone calls.
    9. Assist the Division in maintaining records and communication regarding time and attendance, daily work location, and absences from the office.
    10. Make travel arrangements for the Associate General Counsel and other Division members and prepares travel vouchers and other necessary travel papers.
    11. Maintain the Associate General Counsel?s calendar and arrange meetings, appointments, conferences, and interviews for Division staff, including facilitating contacts with teleworking employees.
    12. Create, monitor, maintain, and track confidential and sensitive documents related to hiring, performance appraisals, promotions, awards, training, details and cross-assignments, and other confidential personnel actions involving performance, conduct or ethics requests by division personnel.
    13. Coordinate replacement, maintenance, and repair of Division supplies and systems, including paper, office supplies, printers, and scanners, etc.
