This position is a hybrid position that serves the needs of both the Office of Safety Research and Development (R&D) located at the Turner-Fairbank Highway Research Center in McLean, VA and the Safety and Design Technical Service in the Resource Center (RC) located in Matteson, Illinois and reports to co-supervisors from each of these offices. Approximately half of the duties serve R&D functions and half serve RC functions and the amount of time devoted to these duties is expected to be similarly proportionate.
For R&D, the employee provides leadership and support within the Roadway Team in the areas of geometric design, safety and operational effects for roadway geometric elements, safety analysis tools and methodologies, and rural and local roads safety. The employee serves as a principal investigator for in-house research studies, Contracting Officer’s Representative, task order manager on indefinite delivery and indefinite quantity contracts and liaison to National Cooperative Highway Research Program projects. For the RC, the employee carries out technical assistance and technology deployment activities to support internal and external partners and customers. To this end, the employee will deliver training courses and presentations for statewide and national audiences as well as provide programmatic and project-level advice and assistance. The employee has knowledge and expertise in the planning, design and safety analysis of roadway facilities as well as excellent communication and facilitation skills.
The ideal candidate for this position is an experienced Civil Engineer who is a team player and has experience in highway safety and design engineering, geometric design, safety analysis tools and methodologies, as well as rural and local road safety. The ideal candidate should also possess effective communication and facilitation skills.
This position is being advertised as a hybrid position between the Safety and Design Technical Service Team in the Resource Center and the Office of Safety Programs in the Office of Safety. The position may be filled in any of the listed duty locations.

As a Civil Engineer (Transportation), you will
- Provide technical advice and assistance on highway safety guidelines, programs and design practices.
- Evaluate, coordinate, and manage roadway safety research in R&D, including the FHWA Geometric Design, Interchanges and Intersections, Speed Management, and Rural and Local Roads Safety Research Programs. Specific Assignments may also involve operation and coordination with the Geometric Design Laboratory and the overall development, testing and deployment of the Interactive Highway Safety Design Model.
- Provide leadership in R&D activities by serving in various roles such as principal investigator for in-house research studies; Contracting Officer’s Representative; task-order manager on Indefinite Delivery and Indefinite Quantity contracts. These duties are performed in support of, and in coordination with, the FHWA Safety Program, the FHWA Exploratory Advanced Research Program, and other Offices and Programs within FHWA, and in partnership with other U.S. Department of Transportation administrations. Serve on technical evaluation panels for other R&D contracts.
