Position Summary: This is one Senior Scientist and Technical Manager (SSTM) Interdisciplinary position that can be filled as a Supervisory Principal General Engineer OR Physical Scientist, DR-05. SSTM positions are scientific and technical positions which exceed the DR-04 (GS-15) level.  SSTM positions are covered under alternative personnel system known as the Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Management Demonstration Project at the Air Force Research Laboratory.  SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities.  Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert.  SSTM positions are in the competitive service.

The position will be filled as a temporary promotion not to exceed five years, which may be extended.  The Chief, Manufacturing and Industrial Technologies Division, serves as an Interdisciplinary position that formulates, plans initiates and directs a broad range of United States Air Force (USAF) mission-enabling Scientific and Technical programs that span across the Air Force (AF) core functions, domains and mission areas.

Position Location: Air Force Materiel Command (AFMC), Air Force Research Laboratory (AFRL), Materials and Manufacturing Directorate (RX), Manufacturing and Industrial Technologies Division (RXM), Wright-Patterson Air Force Base, Ohio.

Duties

MAJOR DUTIES (may include):

1. Applies expert knowledge and mastery of advanced engineering methods or multidisciplinary physical science knowledge, theories and standards to provide highly advanced engineering or physical science and technical guidance and recommendations regarding critical manufacturing technologies, industrial base production and future generation supply chain logistics and sustainment policies.

2. Provides programmatic leadership and management direction to USAF programs including the AF Manufacturing Technology Program, the Industrial Resources Program and the Defense Production Act Program.

3. Provides counsel to all levels to include Senior General Offices, Senior Executive Service (SES) members, Undersecretary, Secretary, as well as industry Presidents and Vice-Presidents, Chief Executive Officers (CEOs), and across a spectrum of defense organizations such as Major Commands (MAJCOMs), Combatant Commands (COCOMs), HQ USAF, Office of Secretary of Defense (OSD), Defense Advanced Research Projects Agency (DARPA), and other US agencies to include Department of Energy (DoE), National Aeronautics and Space Administration (NASA), the Intelligence community and universities.

4. Utilizes professional multidisciplinary engineering knowledge to lead and manage scientific, technical, research and development efforts across very diverse, complex and interdisciplinary technical areas to include agile and cost-effective manufacturing future of propulsion, space Intelligence, Surveillance and Reconnaissance (ISR) and weapons capabilities, the incorporation of next generation tools and processes in the production infrastructure, supply chain modernization and digital modernization.
