    Responsibilities

    As a Human Resources Specialist (Classification) your duties will include, but are not limited to:
    Serves as a Human Resources Specialist, with responsibility for providing expertise for position classification OR staffing and placement and also has responsibility for other human resources functions. Typical duties are:
    • Advises managers and OIG leadership on position management and optimum structure for mission accomplishment.
    • Manages or administers HR functions and processes, in addition to the specialty area, including recruitment, staffing and placement, employee relations and performance management and awards.
    • Maintains continuing awareness of and performs research in human resources law, regulation and policy; determines effect on OIG and HCAS operations and policies and recommends methods to address new requirements and integrate them into current operations.
    • Prepares assigned policies and procedures ensuring legal and regulatory compliance and responsiveness to OIG and HCAS requirements.
    • Conducts or participates in special projects or studies in areas of responsibility; develops project plans and objectives; conducts projects; documents results and provides recommendations to HCAS leadership.
    • Participates in planning sessions with HCAS leadership and staff, advising on issues in areas of responsibility.
    • Utilizes electronic and manual information systems required for assigned functions and areas and for internal reporting requirements such as metrics; enters, retrieves, and tracks information and produces reports; identifies and documents problems and works with responsible staff to resolve problems.
    • As a Classifier:
    o Provides expert position management and classification services for all civilian positions, exercising delegated classification authority and applying Office of Personnel Management law, regulation and policy.
    o Identifies the need for, plans and conducts individual and organizational position reviews; provides specialized analyses and evaluations; ensures consistent grades and position structure across organizational lines.
    • As a Staffer:
    o Provides recruitment planning and advisory services, working with managers in developing recruitment strategies and decisions, job analyses and recruitment criteria and ensuring compliance with OPM standards and relevant law, regulation and policy.
    o Works with staff of the Human Resources Operational Division, in announcing positions and implementing recruitment strategies and processes.
    o Works with hiring managers during selection, advising on requirements or resolving issues.
