Major Duties and Responsibilities: Manages and executes the EM program which includes First Responder capability. Works under high stress when involved in emergency operations. Plans, schedules, and conducts projects and studies to analyze, evaluate and recommend ways to improve the effectiveness and efficiency of the EM program. Serves as the wing/unit EM focal point. Develops and coordinates plans within broad based guidelines. Researches, analyzes the threat assessment, and formulates and coordinates new or modified work methods/written policies to implement readiness programs to meet specific requirements of the organization. Qualitative and quantitative analytical techniques are frequently utilized in the accomplishment of projects and resolution of problems not always susceptible to direct observation and analysis. Develops supporting annexes and local supplements to higher headquarters plans and directives. Plans, develops, and coordinates policies and procedures for disaster relief and humanitarian response efforts. Manages, controls, develops, and coordinates an automated contingency management system. Maintains active liaison with appropriate wing/unit, major command, and state and local emergency management agencies. Prepares and maintains wartime and contingency response and mobility plans and continually evaluates the plans to improve them. Receives and evaluates notification of contingencies or disasters and responds accordingly. When directed, assembles personnel and activates specialized teams. Oversees equipment preparation; establishes the command and control center; uses automated contingency management system to locate and predict the hazard; establishes contamination control station; monitors and coordinates recovery actions. Serves as a member of the Disaster Response Force (DRF). Serves as technical advisor to the commander regarding Chemical, Biological. Radiological and Nuclear (CBRN) defense operations, disaster relief operations, and major accident response and recovery. Serves as Emergency Operations Center (EOC) Manager and directs the activities of the Emergency MAnagement Support Function to include CBRN Control Center. Accomplishes CBRN warning and reporting in accordance with applicable directives. Ensures CBRN hazard plotting and prediction is accomplished as necessary. Acts as the program manager for the integration of support elements to ensure the units continued ability to survive and operate. Supports the on-scene commander at the scene of an emergency response operation. Directs record of actions during emergency operations for required reports. Manages, monitors, analyzes, and evaluates the Readiness and Ability to Survive to Operate (ATSO), CBRN, and DRF training programs. Establishes and monitors requirements and procedures for contamination control. Detects, identifies, measures, and reports contamination and works with the bioenvironmental engineer in interpreting hazards to personnel. Provides financial analysis and planning for readiness resource requirements. Identifies contingency and operability needs for manning, facilities, and equipment at home station and deployed locations. Advises units on the quantity and type of CBRN detection and protection equipment required to support disaster operations. Monitors Allowance Standards (AS) and Logistics Detail (LOGDET) for current equipment requirements. Inspects and evaluates palletizing, packaging, and transportation procedures, and recommends improvements to CE supervisors. Manages and conducts wing/unit readiness assessment visits. Manages and conducts readiness program self-assessments. Reviews requirements; identifies deficiencies; performs trend analysis; develops recommendations; prepares reports; conducts briefings; and performs follow-up actions. Serves as the technical advisor to the wing/unit Exercise Evaluation Team Chief and members. Coordinates exercise plans. Compiles and updates status of CE personnel, training, and equipment. Serves as the advisor to the Readiness Working Group. Conducts meetings and serves as advisor in the development of' guidance to ensure an integrated readiness program. Coordinates with unit organizations to develop plans and procedures to enhance the wing ability to survive and operate in a wartime environment. Coordinates with the Hazardous Materials (HAZMAT) Program Manager. Manages, and is solely responsible for, the program to train the base populace to survive and operate in a CBRN environment. Develops, trains, and equips specialized teams for CBRN response. Serves as the commander's liaison with governmental agencies for emergency, mutual support and civil defense purposes. Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Remarks: No PCS available. Position will not be filled until current incumbent vacates. Members with rank higher than identified in 'key requirements' are eligible to apply but, may be required to take a reduction should they be selected. The military grade of the supervisor must equal or exceed the grade of personnel supervised. Normal color vision as defined in AFI 48-123 is required. This position is subject to rules and regulations of the USAF and the ANG, to include fitness standards, as well as any AFSC specific requirements. This is a dual status position. Minnesota Air National Guard: This position is located in the Civil Engineering Squadron, Mission Support Group of the133rd Airlift Wing. The position serves as the principle technical advisor to all matters pertaining to readiness activities and on the feasibility and impact of plans, policies, and decisions.
