These positions are being filled under the Acquisition Expedited Hiring Authority. -Utilizes statistical techniques and developing mathematical models in order to define and analyze problems.
-Observes and participates in cost analysis assignments by performing a variety of routine taskings associated with the preparation of system cost analyses.
-Extracts and organizes raw cost data under the supervision of an experienced analyst, and assists other analysts in the collection, development, and implementation of cost-related information.
-Assists with research of considerable scope and complexity for the development of analytical methods and techniques necessary for accurate cost estimates.
-Observes and participates in identifying analytical concepts, methods and techniques, e.g. regression analysis, sensitivity analysis, linear programming, etc. appropriate to systems costing.
-Observes and assists in validating and testing research findings for inclusion in high priority studies and proposals which are often presented to the Defense Acquisition Board (DAB), OSD Cost Analysis Improvement Group (CAIG), Air Force CAIG, and the Secretariat.
-On a limited level, observes and assists in the analysis of problems related to the development of costing models, data sources, and techniques.
- Participates with senior analysts in the preparation and maintenance of statistical information work sheets, cost data records and related correspondence.
Other duties include gathering and inputting data into computers, drafting portions of and proofing reports and briefings, and assisting in the design of and preparing visual aids.
CONDITIONS OF EMPLOYMENT:
1. Mobility - you may be required to relocate during or after completion of your training.
2. Successful completion of all training and regulatory requirements as identified in the applicable training plan.
3. Must be able to obtain and maintain a security clearance.
4. May be required to travel by military and/or civilian aircraft in the performance of official duties.
To qualify for a GS-07: Bachelor's degree in Operations Research; or at least 24 semester hours in a combination of Operations Research, Mathematics, Probability, Statistics, Mathematical Logic, Science, or subject matter courses requiring substantial competence in college-level Mathematics or Statistics. At least 3 of the 24 semester hours must have been in calculus, and have documented Superior Academic Achievement (SAA) at the undergraduate level; OR one year of graduate level education in the fields such as those described above; OR Associate's Degree with one one-year (12 months) of specialized experience at the next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems. Equivalent experience is defined as knowledge of utilizing statistical techniques and developing mathematical models in order to define and analyze problems, and advising officials of different approaches as a basis for management plans and decisions. This experience is equivalent to at least the GS-05 level in the Federal service, which could have been obtained in the private or public sectors.
To qualify for a GS-09: Completion of 2 years of progressively higher level graduate education leading to a Master's Degree, or Master's or equivalent graduate degree.
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-05, or GS-07 grade level. Specialized experience is defined as knowledge of utilizing statistical techniques and developing mathematical models in order to define and analyze problems; and advising officials of different approaches as a basis for management plans and decisions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
