    The mission of the Air Force Global Strike Command is to develop and provide safe, secure and credible combat-ready forces for nuclear deterrence and global strike operations to support the President of the United States and combatant commanders.

    Responsibilities

    This position may be filled at the GS-09 or GS-11 grade level with promotion potential to the GS-12 grade level.  The individual selected for this position may be promoted to the target level without further competition upon meeting legal and regulatory requirements. This position may also be filled at the GS-12 grade level based on the qualifications or the candidate.

    GS-09 Developmental Duties

    ·        The primary purpose of this position is: To perform developmental assignments which are designed to provide the employee, who is serving in a trainee capacity, experience in preaward and postaward functions when they are well-defined and well-precedented, using common contracting methods and contract types, to procure standard or specialized services, commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts.

    ·        Plans acquisitions for standard or specialized services, commodities and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exist.

    ·        Develops solicitations, evaluates responses, and makes award recommendations.

    ·        Monitors contract performance and performs contract administration.

    ·        Provides advice and assistance to others relating to contracting work and prepares correspondence.

    GS-11 Developmental Duties

    ·        The primary purpose of this position is: To perform developmental assignments which are designed to provide the employee, who is serving in a trainee capacity, experience in preaward and postaward functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an organizational component or geographical area.

    ·        Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements.

    ·        Procures a wide variety of services, commodities, and/or construction.

    ·        Executes postaward contract performance management actions on assigned contracts.

    ·        Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence.

    GS-12 Fully Qualified Duties

    ·        The primary purpose of this position is: To provide business advice and to perform all preaward and postaward functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types; and to procure commodities and/or services for complex and/or diversified programs such as large weapon systems, command wide procurements, environmental Architect and Engineering Services, and/or environmental construction.

    ·        As part of an Integrated Acquisition Team for a large multi-mission installation, or for development or sustainment of a major system or smaller multiple systems within a Center System Program Office (SPO), Direct Reporting Unit (DRU), Field Operating Agency (FOA), specialized unit, etc., plans the overall  approach to meet contracting program objectives for a variety of requirements with multiple complexities.

    ·        Procures complex and/or diversified services, commodities, and/or construction.

    ·        Executes post-award contract performance management actions on assigned contracts.

    ·        Serves as business advisor to a wide range of customers.

    BASIC QUALIFICATIONS

    A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.

                                                                               OR

    A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.
