The incumbent is assigned to the Export-Import Bank of the US (EXIM), Office of Inspector General (OIG) and provides Information Technology (IT) support to its staff and contractors in its Washington, DC location. The OIG is led by a presidentially appointed Inspector General and is comprised of the Immediate Office and three major components: Investigations, Audits, and Inspections and Evaluations. The staff consists of 25 to 40 personnel who conduct investigations, audits, and inspections of the EXIM various programs and transactions. The OIG work is also supported by contractors as needed.
Responsibilities include a broad knowledge of IT systems, network architecture, databases, and federal/agency information system policies. These duties include, but are not limited to: Hardware/software acquisition, maintenance, and support; networks architecture and their related security standards and configurations; database applications and their design, basic coding, queries, and reports; web page design and maintenance; and information system practices that are commonly used and governed by existing and new federal regulations, policies and procedures. Responsibilities also include serving as a Contracting Officer Representative for IT related contracts to include providing oversight and direction to contactor IT staff (currently one person) and reviewing and approving invoices for IT related contracts.
At the full performance level, duties include, but are not limited to:
The incumbent functions as the OIG's primary expert in the area of IT supporting the entire organization?s microcomputers, servers, networks, and related peripheral equipment. The Information Technology Specialist (ITS) provides technical assistance to OIG staff and contractors addressing hardware and software issues such as the deployment and functionality of software, hardware, and related networking components. The incumbent serves as the OIG representative on the Council of the Inspectors General on Integrity and Efficiency (CIGIE) IT working group and as the Contracting Officer Representative for IT related contracts.
Maintains the OIG?s Local Area Network (LAN) and its connectivity to the Agency?s Wide Area Network (WAN).
The ITS will work with EXIM IT security experts to ensure annual risk assessment methodologies, vulnerability analysis, and other needed computer security controls are conducted for the OIG IT systems and its connected systems.
Policy and Procedures
The ITS will author, review, and implement the OIG?s IT policies and standards to effectively safeguard OIG data and will keep up to date on EXIM policies and standards.
Internet/Intranet develop and maintenance/ Database Design
Serves as a primary web designer to develop and maintain state-of-the art organizational Internet/Intranet web pages using SharePoint and other HTML web-based software; develop technical plans, functional requirements, and programming specifications in support of all of the OIG?s Internet and Intranet web development activities. Resolves technical problems with the design and delivery of Internet/Intranet services. Designs and maintains office automation and management information systems such as the OIG?s Internet/Intranet presence, MS-Access, SharePoint, and several other internal and external management information systems (MIS).
EXIM/OIG coordinator on records management. Develops OIG policies, procedures and standards for the organization?s records management program. Provides for effective controls over the creation, organization, maintenance, use, evaluation, preservation, and disposition of the OIG?s records.
Conducts records management duties to analyze and recommend efficient, effective, and economical operation, methods and procedures.
