This position is established as part of the National Labor Relations Board Honors program. This position is open to law graduates, those in judicial clerkships and post-graduate fellowship programs. The Honors program supports positions working in three different program areas. Program areas covered are: Board, General Counsel- Headquarters, and General Counsel-Field. The purpose of this position is to provide experience that exposes the employee to the full-range of agency legal practices.
These positions are assigned to the General Counsel- Field Operations Division of the National Labor Relations Board.

The following duties are separated by the subject matter of the designated Program Areas.
Field: Analyzes assigned cases, including charges of unfair labor practices, petitions to determine collective-bargaining representatives or to decertify incumbent agents and petitions to rescind union security contract clauses to determine the legal sufficiency and timeliness. Interviews witnesses of the charging party to ascertain their knowledge of the allegations. Obtains from petitioner, employer and other interested parties basic data relevant to determining if a question concerning representation exists. Conducts on-site investigations relative to such matters as validity of interest showing allegations of forgery or fraud. Obtains statement of persons interviewed in affidavit form. Examines all pertinent records of the respondent and the charging party. Secures new/amended charges and petitions. Recommends to the petitioner/ charging party that the petition or charge be withdrawn in those cases which do not meet the requirements of law, policy and/or procedures. Negotiates with the respondent(s) to enter into an informal settlement agreement or a formal settlement agreement. Negotiates Consent Election Agreements or Stipulations for Certification upon Consent election. Prepares reports to recommend disposition by withdrawal or dismissal, approval of proposed settlement agreement, issuance of complaint in cases where settlement could not be effected or issuance of Notice of Hearing in representation cases. Works with Field Examiners in unfair labor practice cases having difficult legal issues or where initial investigation and analysis indicate case will proceed to complaint and trial. Assists in the preparation for trial including preparation of complaint and other formal documents, pleadings and trial briefs. Drafts formal rulings of the Regional Director disposing of all relevant issues. Prepares Hearing Officers reports at the conclusion of the hearing. Arranges and conducts elections.
