    BJS Statisticians normally are part of one or more teams carrying out statistical collections in criminal victimization, law enforcement, prosecution, courts and corrections areas. Opportunities exist to work across substantive areas as well. These national criminal justice statistical programs are used to guide management, planning, and policy formulation related to Federal, state, and local justice operations. At the Federal level, the statistics are used by the Department of Justice, Congress, and the U.S. Courts to establish and evaluate justice policies.
    BJS is seeking two Statistician position to work primarily on statistical collections in the areas of institutional and community corrections including those associated with the Prison Rape Elimination Act.

    A third position will primarily work on collections in the area of prosecution and adjudication. The fourth Statistician position is sought to perform assignments for OJP's Office for Civil Rights {OCR). The position will develop problem-solving approaches to understand the presence of discrimination in a variety of arenas using statistical methods and analytical techniques.

    BJS Statisticians are expected to: consult and collaborate with criminal justice agency representatives including state and local governmental officials, consumers, and/or personnel within the Department to provide advice on the application of statistics and research to criminal justice policy issues

    In addition, they perform various statistical collection activities, such as preparing, processing, and coordinating periodic and core collection requirements; ensures the effective collection of statistical data and the use of appropriate collection systems to satisfy immediate, mid-range, and long-term statistical data collection requirements; design, test, and evaluate questionnaires, including development and testing of questions; layout, design, and format of questionnaires for paper, web, and mobile design, analyze, and evaluate methodological studies to improve the quality of response, increase response rates, reduce non-response bias, and ensure consistency across and within BJS surveys; prepare a variety of mathematical models, sample surveys, statistical measurements, sample designs, management control data, quantitative materials, memoranda, letters, opinions, transmittals, reports, position papers, and other written documentation that support research findings and recommendations in the regulatory area, for audiences including the criminal justice community, Congress, Department officials, and others.

    The Statistician receiving assignments from OCR will work as part of a team to investigate, analyze, and resolve allegations of discrimination and to conduct civil rights compliance reviews, including but not limited to matters handled by OCR involving disparate impact and pattern-or-practice employment and services discrimination issues.

    Among other duties, this Statistician working assignments from OCR will: determine the nature and scope of statistical analyses required, including appropriate time, geographic, and population parameters; perform complex statistical analyses to determine whether representation of groups affected by a justice system, school district, or social service policy or practice significantly differs from expected representation based on census, education, or other comparative data; consult with OCR attorneys and other staff regarding statistical analyses and issues arising in investigations and other matters, assist attorneys in preparing data requests, written findings and reports; and produce written and oral reports of results of statistical analyses in formats and language understandable to individuals having varying degrees of understanding (managers, attorneys, and program analysts).
