Procurement Technician, PD #23035-A
Serves as a Purchase Card Program Coordinator (PCPC) and Dispute Officer, and provides management with reports and analyses of the ongoing operation and outcome of the program. Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of the purchase card program or operations in meeting established goals and objectives. Analyzes program performance data to identify problem areas and impact and prevent fraud and abuse. Coordinates and monitors disputed procurements, billing errors, disputed payments, credits, etc. that are not resolved with the vendor. Audits the development of the program on a daily basis. Provides administrative support for the Purchase Card Program. Performs monthly reviews of undeliverable and partial orders greater than thirty (30) days to ensure the proper action is taken. Serves as Education Liaison for the Purchase Card Program. Conducts formal training for program participants and management officials on various aspects of the program. Develops procedures and systems to establish, operate, and assess the effectiveness of the Purchase Card Program. Makes recommendations to management regarding possible action for non-compliant card holders and approving officials. Identifies areas of concern and non-compliance and makes recommendations to management officials and the Purchase Card Program Manager (PCPM) regarding corrective actions and measures that should be taken.
PHYSICAL REQUIREMENTS: Work of this position is sedentary and involves everyday risks or discomforts.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-06 level.
Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possesses in-depth knowledge of the rules and regulations pertaining to purchase card procurement actions and the use of appropriate accounting data. Audits programs on a daily basis through the review of reports based on data retrieved multiple procurement tracking systems. Interprets and analyzes information while reducing such data into clear, precise written summaries, reports and recommendations, etc. Makes recommendations to management regarding possible action for non-compliant cardholders and approving officials. Possesses thorough knowledge of procurement systems for the proper use of the software, compiling data, and as a training tool for the Purchase Card Program.
There is no educational substitution for the GS-07 level.

You will be rated on the following competencies based on your application for this position:
Competency 1 - Knowledge of financial and acquisition credit card regulations, principles, policies and procedures.
Competency 2 - Ability to effectively work individually or as a team member to perform independent duties involving auditing, training and developing new procedures when needed.
Competency 3 - Skill in communication and techniques to conduct regular audits, training and resultant actions stemming from violations of regulations and policy.
Competency 4 - Experience working with different of levels of staff and management on a one-on-one basis by telephone, in writing, in person, or in a small group to resolve program issues.
Competency 5 - Knowledge of variety of computer software programs such as: Excel, Word, Outlook, SharePoint, etc., to gather data in support of program operations and produce a variety of documents.
