The Pathways Internship Program targets students accepted for enrollment or currently enrolled in a qualifying educational program in an accredited institution, on a full or half-time basis with paid opportunities to work in agencies and explore Federal careers while still in school. Applicants must meet the definition of "student" in order to be considered for this opportunity. Internship appointments under the Internship Experience Program (IEP) are non-temporary and can last the duration of the student’s academic program. This will be determined at the time of selection. At the successful conclusion of the program, interns may be eligible for non-competitive conversion to a Federal career or career-conditional position in the competitive service. Interns may work full-time or part-time schedules.
Pathways candidates must meet the DOS qualification standards applicable to the position being filled. All applicants must meet the qualifications by the closing date of this announcement.
- Cumulative GPA of 2.0 at time of application and must maintain at least a 2.0 GPA throughout the entire Pathways Internship appointment;
- Degree does not have to be related to the position/series; however to be eligible, candidate must meet the OPM qualification standards for the position to which the Intern may be converted.

Policy and Planning Division (DS/MGT/PPD)
The Policy and Planning Division (DS/MGT/PPD) provides the full spectrum of policy and planning development, coordination, and clearance support for DS. DS/MGT/PPD assists Bureau program managers and senior leadership in designing and implementing performance measurements, program evaluations, and program monitoring and reporting. DS/MGT/PPD also facilitates the Bureau's long-range strategic planning and short-range operational planning, which include input into the Functional Bureau Strategy (FBS) and the Department Performance Plan. DS/MGT/PPD executes the DS Planning Structure (DSPS), which DS uses to address critical resource requirements and integrate budget with performance, in accordance with the Office of Management and Budget’s (OMB) Government Performance and Results Modernization Act of 2010, and Department requirements.
PPD also oversees the Bureau evaluations mandated by the Department’s Program Evaluation Policy (18 FAM 310), which is tied to the Quadrennial Diplomacy and Development Review (QDDR). PPD ensures Bureau-wide compliance and provides overall management of the evaluation process during the planning, implementation, and reporting stages.
PPD coordinates and monitors Bureau compliance with:
- The Federal Managers Financial Integrity Act
- Internal management controls
- Recommendations of Accountability Review Boards
- Office of Inspector General (OIG)
- Government Accountability Office (GAO)
- Office of Management Policy, Rightsizing and Innovation (M/PRI)
- Volume coordination for Volume 12 of the Foreign Affairs Manual (FAM), Diplomatic Security, and associated Foreign Affairs Handbooks (FAHs), and ensure the Department’s security policies and procedures are developed and codified in the FAM and FAHs
- Manage the preparation and signature of all memoranda of understanding/agreement to ensure accuracy of information and that resource issues are properly addressed, act as the central repository for these documents
- Serve as the Executive Secretariat for two significant security policy-making bodies: the Overseas Security Policy Board (OSPB) and the Special Protective Equipment Review Board (SPERB)
- Responds to Congressional requests to ensure complete review of pending legislation, Executive Orders, and Questions for the Record
The trainee exchanges and develops information, resolves factual discrepancies, and recommends adaptations to methods and techniques to improve the analytical process. Collects specialized information from higher-graded specialists and automated information systems; analyzes and refines relevant data according to established criteria; and presents findings to higher-graded team members or the supervisor.
As a team member, conducts surveys to collect data on administrative activities to determine compliance with applicable regulations and procedures and sound management practices. Interviews employees and supervisors to collect factual information on the operations surveyed; observes work in process; and reviews files and other materials. Surveys deal primarily with procedural aspects rather than the substance of administrative operations. Provides input to the team's findings and presentations.
Duties at the GS-05/07 are similar in nature but vary in degree of difficulty and supervision.
