    This position is located in the Regional Office for the Office for Civil Rights (OCR), Kansas City, MO. The incumbent serves as a Senior General Attorney (Civil Rights) in the U.S. Department of Education, Office for Civil Rights (OCR). Incumbent possesses expert knowledge of Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and Title II of the Americans with Disabilities Act of 1990, the Boy Scouts of America Equal Access Act of 2001, and their respective regulations and policies. Position is responsible for providing a variety of expert legal services to teams and senior regional managers to meet the Region's program objectives of ensuring equal access to educational opportunities in the United States.

    Responsibilities

    Assists team leaders and other managers of the regional office by providing expert legal and policy advice relating to all stages of the resolution process for extremely complex, difficult and/or novel cases, as well as for non-complex cases, including evaluation, legal theory, investigative strategy, collection and analysis of evidence, findings of fact, analysis and conclusions of law, resolution, negotiation, and monitoring. Provides expert legal advice to team leaders and senior managers on recent legislative and judicial developments in civil rights.

    Conducts the evaluation and investigation of cases including, as appropriate, identification of the legal theory, determination and implementation of the investigative strategy, collection and analysis of evidence, findings of fact, analysis and conclusions of law, negotiation, resolution and monitoring. Conducts comprehensive research concerning legal issues, prepares legal memoranda and makes recommendations as to the appropriate course of action. Prepares and presents training to regional staff on legal issues and statutory and regulatory standards, changes in case law, new policy decisions, investigatory techniques, negotiation skills and other case development issues.
