FSIS OCIO is an award-winning organization that provides secure, innovative and mission-supporting technology and services that helps protect public health. Major aspects of the position include, but are not limited to, developing and maintaining project plans and schedules in accordance with established Software Development Lifecycle (SDLC) guidelines, conducting risk analyses, and developing mitigation strategies and plans. Below are some of the specific duties for this position:
- Defines project scope, requirements, and deliverables and consults with project customers, specifically FSIS Program Area business experts, state agriculture officials, working groups, professional associations, or trade association representatives as needed.
- Develops, modifies, or provides input to project plans, implements project plans to meet objectives, coordinates and integrates project activities, and manages, leads, or administers project resources, including a substantial budget. Monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes, and makes improvements, solves problems, or takes corrective action when problems arise.
- Provides presentations or briefings on all aspects of the project, participates in phase, milestone, and final project reviews, and identifies project documentation requirements procedures and all related project artifacts.
- Develops and implements plans to release products, systems, or other deliverables, keeps abreast of and monitors significant developments related to FSIS Program Areas.
- Serves as Contract Officer's Representative (COR) for various projects.

Specialized experience: In order to meet the specialized experience requirement, you will need to have completed 52 weeks of progressively responsible specialized experience at or equivalent to the next lower grade level. This experience may be gained under GS, PHHRS, another pay band system, or any combination of GS, pay band, or other experience.
To qualify for the GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level in the Federal service.
Specialized experience includes documented significant direct experience and background expertise in managing execution of varied size projects including major and large- scale enterprise Information Technology (IT) projects, through application of professional project management concepts and techniques. This must also demonstrate direct experience in following established system and software development life cycles as well as preparing associated documents, artifacts, and models and project plans for major and large-scale enterprise projects. This includes planning tasks that involve establishing objectives, justifications, schedules, milestones, and resource requirements and include a detailed work breakdown structure that identifies development and procurement tasks, estimated duration, cost, and necessary resources to accomplish the tasks. Experience in serving as contract task manager or Contracting Officer's Representative (COR) and FAC/PPM level 3 certification or DAU equivalent is highly desired.
