This position is located in an Area or State Office in USDA, Rural Development (RD). The incumbent serves and performs a variety of assignments requiring professional experience and technical competence in architectural and related construction activities, techniques, procedures, practices, and evaluations utilized in the delivery of supervised rural credit and development programs.
- Advises members of the architectural profession and building designers on Rural Development requirements regarding the design, drawings, specifications, bidding, and construction agreement negotiation, awarding of building contracts, and supervision and inspection of construction and keeping of accounts.
- Examines and analyzes preliminary plans, working drawings and specifications, cost estimates and all contract documents for construction projects.
- Provides technical assistance to staff and customers on accessibility standards.
- Prepares required reports and oversees establishment and maintenance of necessary architectural and construction records, references, and working materials.

In addition to meeting the Basic Requirement, applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by the grade level. Basic Requirement:

- Alternative A-Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
- Alternative B-Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
For the GS-11 grade level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: comprehensive knowledge and understanding of Architectural activities, application of design, structures or systems, site conditions and limitations, environmental implications, safety requirements and public policy issues. Estimating or approving completion schedules for construction and development. Providing input to agencies determining the adequacy of design and build proposal. Using knowledge of architectural principles and design to identify issues in construction contracts. Reviewing architectural designs to determine if functional requirements are met. There is no substitution of education for experience at the GS-11 level.
