The following are the duties of this position at the CN-53 (Broadly equivalent to the GS-13). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Collaborate with hiring officials to create strategies, tools and assessments to optimize and streamline applicant screening. Strategies and tools can include behavioral interviewing, performance tests, and candidate screening questions.
- Analyze job requirements and content to establish criteria for classification, selection and other related personnel functions.
- Develop psychometrically sound and useful tools, including interview techniques, applicant assessment rating scales to assess skills and abilities for the purposes of employee selection.
- Develop surveys and scales and uses survey methodology to assess employee opinion, organizational climate and culture.

Specialized Experience: To qualify at the CN-53 level, you must have one year of specialized experience at or equivalent to the CN-52 level. (For qualification purposes, CN-52 is broadly equivalent to the GS-12 level.) For this position, specialized experience is defined as development and application of quality and effective assessment tools to support individual and organizational decision making (e.g. employee selection). This experience should reflect direct experience (1) analyzing candidate/applicant and employee assessment challenges and identifying cost-effective screening and assessment tools; (2) leading research studies to develop or identify and implement assessment tools for human resources decision making; (3) applying competency-based tools and strategies for employee selection and development purposes and (4) recommending and conducting other organizational assessments to support an organization's goals and mission;
Specialized Experience: To qualify at the CN-52 level, you must have one year of specialized experience at or equivalent to the CN-51 level. (For qualification purposes, CN-51 is broadly equivalent to the GS-11 level.) For this position, specialized experience is defined as experience assisting in the development and application of high quality and effective assessment tools to support individual and organizational decision making (e.g., employee selection). This experience should reflect direct experience (1) analyzing candidate and employee assessment challenges and identifying cost-effective screening and assessment tools; and (2) leading or supporting research studies to develop or identify and implement assessment tools for human resources decision making and (3) recommending and conducting organizational assessments to support an organization's goals and mission;
Specialized Experience: To qualify at the CN-51 level, you must have one year of specialized experience at or equivalent to the CN-40 level. (For qualification purposes, CN-40 is broadly equivalent to the GS-9 level.) For this position, specialized experience is defined as experience assisting in the application of quality and effective assessment tools to support individual and organizational decision making. This experience should reflect direct experience (1) analyzing candidate and employee assessment challenges and assisting in the identification of cost-effective screening and assessment tools; (2) supporting research studies to develop or identify and implement assessment tools for human resources decision making and (3) conducting organizational assessments to support a division’s goals. AND
Education: You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree that included a major field of study (i.e., amount of credit hours equivalent to 24 semester hours) or equivalent in psychology.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
