The Office of the Chief Financial Officer, Financial Operations Section (Code 155.1) is seeking an individual to support the business processes and systems which are essential for the execution and processing of travel and payroll for all NASA Goddard civil service employees.

As a Financial Management Specialist, you will create and/or audit end user travel authorizations and vouchers to ensure documents comply with procedural requirements and financial and budgetary limitations on travel. Advise organizational travel preparers/approvers on matters related to the development of travel authorizations, expense reports, interpretation and implementation of travel procedures. Install and maintain a program of internal control over the travel function suggesting improved risk management practices to ensure compliance with agency policy, travel regulations and laws. Analyze data for propriety and accuracy and ensure enforcement of established and relevant financial, budgetary, and travel-specific policies and procedures. Assists with the coordination between Goddard and the NASA Shared Services Center (NSSC), Department of Interior (DOI) and other NASA Centers for the Agency¿s automated time and attendance system. Review payroll time records for all civil servants to ensure compliance with policy and to ensure time records are certified in accordance with federal and NASA regulations.

Provide support for audit activities and required travel reporting. Maintain daily monitoring controls and reports to ensure timely responses to periodic travel questions and/or inquiries. Propose changes in business practices and procedures to ensure quality customer service; and participate in continuous information delivery to promote awareness about the practices, procedures, and systems that apply to Goddard's Travel and Payroll process. Collaborate with the Agency's subject matter experts in the Chief Financial Office on travel and payroll policy issues. Provide technical guidance in planning, testing, revising, implementing, and maintaining an entire system or major portion of a complex financial system. Manage and maintain the Goddard instance of a travel document preparation system which is fully integrated with the Agency core financial system.
