The Flight Projects Directorate, Earth Science Technology Office (ESTO) (Code 407) is looking for a highly skilled individual to serve as a Financial Manager. As the Financial Manager, you will supply financial management expertise to the establishment of technical program/project objectives.

Duties

As the Financial Manager, you will be responsible for integrating all financial management activities for ESTO managed programs, evaluating relationships between major NASA administered programs including any changes, and assessing the financial state of the projects within the technology program. Distribute funds control allocations to all performing organizations and product teams, maintain or monitor accounting records to prevent over-obligation, and periodically analyze funds to identify possible trends which may result in surplus or shortage of funds. Ensure adequate funds are distributed to assure full program coverage. Work with other business entities to consolidate, analyze and represent data for viable overview of the financial status of the program. Provide recommendations to the Program Manager on adjustments to work to optimize the use of funds. Assure that program funding data is entered into NASA financial systems correctly. Review and coordinate accounting records and prepare apportionment, allocations, and operating budgets. Develop phasing plans for commitment, obligation, cost and disbursement; monitor, track, and report on project performance versus these plans. Conduct annual year-end closing activities and reconcile with accounting records.

Review, analyze, and report on various program and project subsystem areas. Identify accounting changes, resource control functions, and operating level problems to ensure funds are efficiently controlled and financial records accurately reflect the status of the project's financial condition. Develop resources data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, and management initiatives. Apply expert knowledge of resource control functions of financial planning, financial reporting, and accounting systems ensuring that requirements are met in accordance with laws, regulations, and standards.

Assist the Project Manager with interpretation of budget guidance and guidelines and discuss specific budget issues with NASA Headquarters. Consolidate and validate input from subordinate levels for the presentation of the budget. Conduct analysis and generate options and recommendations which will support and meet program and project objectives. Participate in various levels of programmatic and institutional budget reviews at the Directorate, Center and especially at the NASA Headquarters level.
