About the Position:

Positions in Project Management will be located in St. Paul, MN.

Positions in Plan Formulation Branch will be located in  either St. Louis, MO, Rock Island, IL or St. Paul, MN.

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position.
To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully completed at least 1 year of continuous service in addition to all requirements of the Program.

Department of the Army Recent Graduates Program Eligibles
Positions are open to:

  • Recent graduates who have completed, within the previous two years a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
  • Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.

Duties

Candidates may be selected at the GS-07 or GS-09 level, with the GS-11 level as the full performance level for all positions.  Non-competitive promotion to the next higher level may be made at managements request, pending time-in-grade requirements and demonstrated ability to perform the next higher/target level grade duties.

In a developmental capacity leading to the full performance GS-11 level, you will:

Plan Formulation (Regional Planning and Environment Division North) positions:

  • Serve as planning technical leader in planning Federal civil works water resources projects in flood risk management, ecosystem restoration, and inland navigation.
  • Identify problems and study objectives, formulate solutions, coordinate economic, environmental, and engineering analysis of costs, impacts, and benefits.
  • Write feasibility reports and related documents with input from multidisciplinary teams. Coordinate reports with reviewers and higher authority, and address comments.
  • Lead multi-disciplinary teams of 5-15 people in the conduct of studies, make task assignments, monitor progress, and report status towards deadlines.
  • Arrange public meetings, prepare presentations to sponsors and public, and present to same.

Project Management (Programs and Project Management) positions:

  • Serves as Project Manager (PM) for smaller non controversial projects or assists Senior Project Managers with larger more complex projects.
  • As the PM or in coordination with a senior PM , responsible for the overall management, control, coordination and execution of assigned projects
  • Will be involved or as the project team leader, implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
  • Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies commitments in support of assigned project into a comprehensive management plan. Within this plan, integrates Executive/Congressional schedules and criteria and establishes project scope and criteria, schedules and milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
  • Responsible for obtaining and maintaining the district corporate commitment to the management plan
