This position is located in the U.S. Department of Education (ED), Office of Postsecondary Education (OPE), International and Foreign Language Education (IFLE) office. The incumbent performs professional work for a group of education programs and performs research and analysis of education problems.
The incumbent plans, develops and conducts educational research and analysis activities for the purpose of assessing and improving international and foreign language education projects and programs in the United States.
Provides technical leadership and assistance and authoritative advice to IFLE program staff and senior management in analyzing grantee performance reports and analyzing and revising other data collection instruments for assigned programs. Analyzes program data, formulating conclusions about program results and trends to inform policy and programmatic decisions, and makes evidence-based recommendations for program improvements.
Using data and information from a variety of sources (e.g., grantee annual performance reports, public data sets, program evaluations, and research studies), designs, prepares and/or reviews statistical and narrative reports on program implementation and outcomes for dissemination to internal and external constituencies.
Prepares recommendations regarding changes to existing data collection/information systems to simplify and improve reporting requirements in order to strengthen grantees’ capacity to report valid, reliable data on program characteristics and results.
Prepares planning documents reflecting the organization’s research and evaluation goals and develops project technical specifications, identifies contractor support requirements, prepares procurement requests, and assists the Contracting Officer in proposal review, source selection and other aspects of the procurement process for research and evaluation efforts.
Serves as Contracting Officer’s Representative (COR) on research and evaluation studies and, as such, monitors contractors’ technical, managerial and financial performance through communications with contractor, document reviews and meetings with research personnel.
Evaluates research findings and prepares written reports, briefings, and formal presentations of analysis results.
