    Summary

    This position is located in the Agricultural Research Service (ARS) Office of Budget Program and Management Staff (BPMS), located in Beltsville, MD.

    The ARS mission is to develop new knowledge and technology needed to solve technical agricultural problems of broad scope and high national priority in order to ensure adequate production of high-quality food and agricultural products to meet the nutritional needs of the American consumer, to sustain a viable food and agricultural economy, and to maintain a quality environment and natural resource base.

    The purpose of this position is to perform developmental assignments in budget formulation, presentation, and execution in preparation for performing at the next higher level.

    Responsibilities

    Major Duties may include, but are not limited to:

    Develops and reviews obligations and operating plan estimates for assigned programs and for administrative management staffs for the prior, current and budget years, for all funds, for completeness and conformity to the program and financial plans of ARS and Congressional intent.

    Participates in the preparation of budgetary material for use by officials of ARS in presenting and justifying program needs before Department, Office of Management and Budget, and Congressional hearings.

    Coordinates the planning, preparation and timely submission of all necessary budget documents, estimates, schedules, exhibits, and justifications for assigned research and support programs including program and resource packages, executive summaries etc. for presentation before senior agency managers, the Department, OMB, and Congress.

    Exercises sound judgment in analyzing complex funding arrangements and source documents to develop detailed narrative summaries and justifications used in formal budget submissions.

    Transmits guidance to the Field and Headquarters units for use in preparation of budget plans such as in the area of distributing program and management costs, direct and indirect costs, guidelines for allocation of funds and similar tables.

    Prepares a variety of budget reports concerning the commitment, obligation and status of funds for assigned programs to determine adherence to approved agency budget plans and estimates.
