EXCEPTED TECHNICIAN VACANCY ANNOUNCEMENT
This position is located in the 149th Fighter Wing, JBSA Lackland AFB, San Antonio, TX. The purpose of this position is to inquire into and periodically report to the State Adjutant General on the readiness, discipline, efficiency, economy, and morale of military and civilian personnel, equipment, and associated management systems within the command. This position includes performance of the following functions: training and teaching, assistance, investigations, and inspections. Additionally, it includes maintenance of a dedicated fully automated Inspector General database involving computer skills to support State, National Guard Bureau, and Department of the Army trend analysis.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform.

Appointment Factors: This is an Indefinite Excepted Position open to enlisted members ranking E-6 (TSgt) Not to Exceed E-7 (MSgt). This is a Bargaining Unit position.

As a Self-Assessment Monitor with the Texas Air National Guard (ANG), your duties will include, but will not be limited to:
-Conducts general, special, or follow-up Inspector General Inspections to ascertain compliance and/or identify systemic problems and determine root causes AND develops solutions and recommends assignment of responsibility to correct problems to the Adjutant General AND serves as proponent of the State Organizational Inspection Program (OIP), and assists unit commanders in OIP implementation to include Command Inspections (CI) initial, subsequent, and follow-up inspections, Staff inspection (SI), Staff Assistance Visits (SAV), and Inspector General Inspections.
-Conducts assistance, inquiries, or inspections into special functional areas as directed by regulatory guidance or the Adjutant General to include: Intelligence Oversight (IO), Internal Management Control Program (IMCP), contracting, environmental quality control (EQC), Employment Opportunity (EO), military and civilian reprisals, whistle blowing, and other matters.
-Conducts inquiries, investigative inquiries, and assists the Inspector General in the conduct of formal investigations to substantiate or non-substantiate allegations of impropriety AND conducts informal and formal interviews of complainants, witnesses, subjects, and suspects to determine facts, circumstantial evidence, hearsay, documentation, or other matters of importance. Coordinates with appropriate personnel to gather facts and supporting documentation/evidence AND ensures interviewees are versed on rights and "non-rights" to include Freedom of Information Action (FOIA) and Privacy Act (PA). Protects the confidentiality of sources and best interests of the State Command and Army/Air National Guard AND maintains restricted files, and ensures compliance with existing regulations. Completes inquiries and provides sound judgment on substantiation of allegations based on preponderance of credible evidence AND provides the Adjutant General with a formal written response to allegations and recommends follow-on action if appropriate.
-Assesses unit training and provides confidential observations on unit performance to commanders and the Adjutant General AND assessment criteria includes knowledge, proficiency and understanding of the following training areas: unit Mission Essential Task List (METL), battle focus, long, short, and mid-term planning, basic operating systems, Officer and Noncommissioned Officer Professional Development, training meeting, training support publications, training schedules, mobilization and deployment plans, state emergency action preparation, Organizational Readiness Evaluations (ORE), After Action Reviews (AARs), and other matters.
-Implements the Inspector General Action Request System (IGARS) AND receives complaints, allegations, or requests for assistance AND researches regulatory guidance (punitive and non-punitive), DOD Directives, policy memorandums, internal standard operating procedures, and DOD ethical guidance to identify issues, allegations, and IG appropriateness. Conducts preliminary analysis to determine evidence and facts AND establishes a case file to solve problems and grievances or refer action to the appropriate agency AND conducts follow-up action on referred cases to ensure completion and appropriate response AND upon case completion, enters functional code and category into Inspector General database for analysis and determination of trends AND prepares database statistics and other related reports.
