Manages the planning requirements, execution requirements, and monitoring and oversight for the contract planning and oversight group within the Financial Management and Reporting (FMR) directorate. Advises on all aspects of requirements planning, execution, and monitoring and oversight for the contracting needs of FMR and acquisition strategy, independent government cost estimates, and statements of work.Provides advice and guidance in addressing contractor questions related to solicited financial audit service requirements. Provides technical advice to COR teams with interpretation of contract requirements to ensure consistent oversight steps within teammate, and reviewing annual assessments of contractor performance to ensure fair and balanced performance evaluations.Oversees the development of complex audit techniques, development of oversight audit guides and audit instructions for financial statement audits, operating programs or functional areas.Leads the Contract Planning and Oversight Group (CPG) in conducting oversight audit work necessary to complete all requirements of related assignment. Ensures that the oversight audit guides cover, in detail, the functional responsibilities of the financial statement programs or functions included within the scope of the audit, formats for data display and reports, special instructions covering contingencies, and required analysis or problem areas. Ensures compliance with applicable Generally Accepted Government Auditing Standards (GAGAS), Federal Acquisition Regulation (FAR) references, and Office of the Deputy Inspector General for Auditing policies and procedures. Provides technical advice and guidance in conducting or participating in special projects or studies in areas of responsibility.Manages assigned staff by planning and assigning work, delegates responsibilities, and establishes priorities.
