This position is in the Senior Executive Service (SES), an elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations.  This dedicated corps of executives is charged with providing strategic leadership and upholding a commitment to public service that transcends loyalty to a specific agency mission or individual profession. The Program Support Center (PSC) is the largest multi-function shared service provider to the federal government.  Since 1995, PSC has been "Managing the Business of Government," and was established to reduce government spending and increase the quality of administrative services. PSC is able to reduce overall costs to the taxpayer and create value that most organizations cannot attain independently by delivering a high level of expertise, performance and efficiency.

PSC offers over 40 business support services on a fee-for-service basis to a range of federal agencies (see www.psc.gov). Services are organized into four Portfolios (Financial Management & Procurement, Occupational Health, Real Estate & Logistics, and Administrative Operations). The successful candidate for this position will lead the delivery of services within the Real Estate & Logistics Portfolio (REL). This Portfolio has an FY16 budget of $90M and staff of approximately 250 (including federal employees and contractor support).

Services in PSC's Real Estate and Logistics Portfolio include: supply chain management (labor and moving, medical supply fulfillment, personal property disposal, personal property management, publications fulfillment, and storage); real property management (real estate strategy, real property disposal, and space design and construction); and building operations (facilities operations and maintenance, parking, regional support, room management, shredding).

The Director of the PSC REL Portfolio serves as the HHS Senior Real Property Officer (SRPO), with full authority to act for the Assistant Secretary in Department-level real property and logistics matters. He/she is responsible for all aspects of HHS real property assets which utilize 53 million square feet of space (approximately 33 million owned, 20 million leased) with oversight and policy development for master planning, facilities planning, design and construction, operations and maintenance (O&M), leasing and space utilization, real estate and capital program budget development, and logistics services. The Director is also responsible for Department-wide oversight and policy for logistics, sustainability, and real property. He/she manages the HHS portion of the Stewart B. McKinney Homeless Assistance Act. The Director is responsible for planning, developing and executing policies and programs for the receipt, processing and distribution of drugs, medical supplies, and equipment and operating within the framework of policies, laws and regulations administered by Office of Management and Budget (OMB), Government Accountability Office (GAO), General Services Administration (GSA), Food and Drug Administration (FDA), and other regulatory agencies.

Duties

-The Director of the PSC Real Estate and Logistics Portfolio ("Incumbent") reports to the Director, Program Support Center and, in conjunction with the PSC Director and the other Portfolio Directors, establishes and articulates strategic organizational priorities and operating principles for the management and delivery of all services by PSC.  Helps establish and promote a consistent PSC vision and mission; works to enlarge PSC's share of the government fee-for-service market; and promotes PSC values.

-Manages operations through three Service Directors who oversee the delivery of services organized into the following Service Areas: Real Property Management Services, Supply Chain Management Services, and Building Operations Services. Supports the development and rotation of Service Directors across PSC.

-Provides Department-wide leadership and technical support in real estate property, facilities activities and logistics services, and oversight, policy, and procedures associated with the activities of a large, diverse agency with a healthcare and medical research mission and programs of national and international scope and impact.

-Represents HHS in dealing with other federal agencies; develops and maintains effective relationships with constituents including Office of Management and Budget (OMB), General Services Administration (GSA), Congressional staff, and other Federal Senior Real Property Officers.

-Provides Department-wide leadership in environmental sustainability activities geared towards researching and communicating the relationship between the health of our citizens and the health of our environment.

-Serves as the Chair of the Capital Investment Review Board and provides technical assistance and leadership to the Board on the strategic management of HHS real property assets. This includes the development of facility capital investment guidelines and the implementation of an investment review process that provides strategic planning for and management of facility and funded investments.

-Sustains an automated real property inventory (currently the HHS Automated Real Property Inventory System) to meet Departmental management, accounting and reporting requirements to Office of Management and Budget (OMB) and General Services Administration (GSA), including the reporting of all Federal Real Property Inventory data fields.

-Leads historic preservation and environmental/energy management in compliance with statutes, regulatory guidance, and Executive Orders. Submits required reports to the National Historic Preservation Committee and the Department of the Interior to assure goals are met.

-Provides leadership and technical guidance to the operating divisions to develop integrated Research and Development (R&D) and Building and Facilities (B&F) budget proposals and program requests.

-Oversees a warehousing program involving storage and distribution facilities, management functions including receiving, general storage, preservation, and shipment of material to both foreign and domestic destinations which involves negotiations with import-export customs officials and carriers for service.

-Responsible for the overall planning, organization, and direction for a centralized procurement, storage, and distribution program providing pharmaceutical, medical and dental supplies to federal civilian agencies and all branches of the U.S. Armed Forces.

-Identifies, recruits and retains individuals to ensure a high performing workforce. Employs techniques and strategies to promote a positive work environment that encourages individual initiative, employee accountability and the improvement of work processes.

-Maintains a coordinated business development plan that identifies opportunities to increase PSC's share of the marketplace and accomplishes capture of that business.

-Employs strategies and techniques designed to educate potential customers about the services offered by PSC. Ensures existing customers are satisfied and willing to recommend PSC to others.

-Plans, designs, implements, evaluates, and adjusts strategies to enhance the quality and reduce the cost of delivering the PSC services administered by REL. Establishes performance standards and measurements for services. Develops standard operating procedures.

-In conjunction with the Service Directors, develops pricing for services and oversees creation of budgets for activities on an annual basis. Ensures financial operations are carried out to properly account for and bill for all services provided.

-Ensures customer needs are understood and that concerns are proactively addressed. Develops and maintains a large and active network of senior level contacts across the U.S. government, at both existing and potential customer agencies. Implements and monitors initiatives and objectives required for effective, responsive customer service programs, and provides leadership, guidance, and problem resolution.
