About the Agency

This position is located in the Department of Education, Office of Career, Technical, and Adult Education (OCTAE), Policy, Research and Evaluation Staff (PRES). PRES formulates policy for, directs, and coordinates the Department's activities related to career and technical education, adult education and literacy, correctional education, and workforce development. The incumbent develops specific aspects of a major subject-matter, functional or program area and performs research and analysis of educational problelms.


The incumbent plans, develops, and conducts educational research activities within the fields of career and technical education, adult education, secondary education, and workforce development. Provides technical leadership, assistance, and authoritative advice to representatives of the Department, Federal and state agencies, educational institutions, and private and research organizations. Identifies program deficiencies as well as new developments and stimulates change along particular lines. Ensures that the research findings reach those who can make use of them. Performs studies on all aspects of educational research programs. These studies are normally performed to consider new or existing missions and responsibilities, conflicting areas of responsibility with other areas, and to determine impact on support responsibilities and capabilities of the Office of Career, Technical, and Adult Education (OCTAE) with the acquisition or deployment of new research and program efforts. Prepares planning documents reflecting OCTAE's research goals. Develops project technical specifications, identifies contractor support requirements, prepares procurement requests, and assists the Contracting Officer in proposal review and source selection. Serves as the Contracting Officer's Technical Representative (COTR) and monitors contractor's technical, managerial and financial performance. Promotes the collaboration of office programs with outside entities, including customers, by providing professional leadership and consultative services. Represents OCTAE in promoting the education research program. Prepares or directs and contributes to articles and publications for use in area of professional expertise. Participates in the review, analysis and development of legislative and regulatory policy governing program and projects operated by OCTAE and other agencies and organizations. Makes authoritative recommendations for change or improvements as necessary. Provides advice and support to improve the design, development and implementation of research, evaluation, national leadership, and technical assistance activities related to career, technial and adult education. Assesses research and evaluation plans and projects within the Department of Education and those carried out by other research institutions related to career, technical and adult education to identify areas in which further research and evaluation is warranted.
