This position is being filled under the Pathways Recent Graduates Program located in The Department of Veterans Affairs, Office of Acquisition and Logistics, Eatontown, NJ United States.  Recent Graduates selected for this position will serve in a 2 year developmental position designated to provide training and practical experience in contract management and it is intended to lead to the Contract Specialist, 1102 series. After successful completion of the program requirements, the individual may at the agency's discretion, be converted to a term or permanent Appointment.

  The Recent Graduates Program affords developmental experience in the Federal Government intended to promote possible careers in the civil service to individuals who have within the previous two years, graduated from a qualifying educational institution or program. Exceptions to the two-year limit may be made for applicants who graduated between 12/27/2010 and 7/10/2012, and for veterans precluded from applying within two years of graduation due to their military service obligation (those veterans have up to six years after degree completion to apply). As a Contract Specialist, you will have opportunities to work on a host of contracts in various programs that support the entire federal government.  Contract specialists perform the full range of policy-related work, price analysis, cost analysis, contract negotiation, administration, and termination. Contract Specialist work in conjunction with Contracting Officer and play an integral role in DVA’s acquisitions.

The major duties of the Contract Specialist, GS-1102-09, are as follows:


• Receives orientation, training, and familiarization with the work processes of the Contract Specialist occupation in the Department of Veterans Affairs.

• Performs assignments selected to develop skills and provide a practical contract specialist experience. Trainee must be able to complete progressively difficult task and be responsible for the work.

• Assist higher graded Contract Specialist on various aspects of contract formulation and negotiations; student trainees participate in projects such as preparing contract documentation, spreadsheets, graphs and charts.

• Performs analysis of contracting issues.


Work Schedule: Flexible work schedule between 8:00am - 5:30pm (EST).

To qualify for this position, you must meet the Eligibility Criteria for the Pathways Recent Graduate Program (as listed in the Job Summary) as well as the Basic Requirements and the Additional Qualification Requirements listed below.

Basic Qualification Requirements (all grade levels):

A. Successfully completed a 4-year course of study leading to a bachelor's degree or higher with a major in any field. Note: You must submit copies of all college transcripts


B. Successfully completed at least 24 semester hours in a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: You must submit copies of all college transcripts.

Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.


A. Have at least one full year of specialized experience comparable in scope and responsibility to the GS-07 level performing duties such as: procuring supplies or services through formal advertising; reviewing requisition requests to ensure proper specifications or purchase descriptions; selecting clauses to cover special conditions; evaluating bids or proposals for compliance with specifications and applicable clauses; and administering contracts by monitoring progress of contractors and taking action to address any issues. Note: Your resume must fully support this experience in order to be found qualified.

B. Successfully completed at least two full years (36 semester hours or equivalent) of graduate level education or a Master's or equivalent graduate degree, or a LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: You must provide a copy of your graduate level transcripts.

C. Have a qualifying combination of the specialized experience described in "A" and the graduate education described in "B". To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. (Note: Only education in excess of the first full year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide a copy of your graduate transcripts.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Continuation of Service Agreement: Employees will be required to sign a Continuation of Service Agreement as a condition of employment as well as for entry into the program agreeing to (1) continue in the service of the Veterans Affairs for three years commencing upon completion of the training, and (2) pay back expenses if he/she voluntarily separates from the agency prior to completion of the service obligation period.
