Qualification Requirements (all grade levels):
Successfully completed a 4-year course of study leading to a bachelor's degree
or higher with a major in any field. Note: You must submit copies of all

occupy GS-1102 positions at grades 5 through 12 will be considered to meet the
basic requirements for other GS-1102 positions up to and including those

up through grade 12. However, employees must meet specialized experience
requirements when seeking another position.
Have at least one full year of specialized experience comparable in scope and
responsibility to the GS-07 level performing duties such as: procuring supplies
or services through formal advertising; reviewing requisition requests to
ensure proper specifications or purchase descriptions; selecting clauses to
cover special conditions; evaluating bids or proposals for compliance with
specifications and applicable clauses; and administering contracts by
monitoring progress of contractors and taking action to address any issues.

Successfully completed at least two full years (36 semester hours or
equivalent) of graduate level education or a Master's or equivalent graduate
degree, or a LL.B. or J.D. in one or a combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics,
industrial management, marketing, quantitative methods, or organization and
management. Note: You must provide a copy of your graduate level transcripts.

Have a qualifying combination of the specialized experience described in
"A" and the graduate education described in "B". To
determine if you qualify under this combination first divide your total months
of qualifying experience by 12. Then divide your semester hours of graduate
education beyond the first year by 18. (Note: Only education in excess of the
first full year is creditable toward meeting the experience requirement when
combining experience and education.) Finally, add the two percentages. The
total percentage must equal at least 100 percent to qualify. Note: You must
provide a copy of your graduate transcripts.

or Unpaid Experience: Credit will be given for
appropriate unpaid work on the same basis as for paid experience. Part-time
experience will be credited on the basis of time actually spent in appropriate
activities. To receive credit for such experience you must indicate clearly the
nature of the duties and responsibilities in each position held and the number
of hours per week spent in such employment.

Service Agreement: Employees will be required to sign
a Continuation of Service Agreement as a condition of employment as well
as for entry into the program agreeing to (1) continue in the service of
the Veterans Affairs for three years commencing upon completion of the
training, and (2) pay back expenses if he/she voluntarily separates from
the agency prior to completion of the service obligation period.
Physical Requirements: The employee's work is primarily sedentary.
Applicants must successfully complete a background investigation before
appointment to the position.
A one year probationary period is required for new appointments.
Relocation expenses are not authorized for this position.
The selectee may be promoted to the full performance level without further
competition when all regulatory, qualification, and performance
requirements are met. Selection at a lower grade level does not guarantee
promotion to the full performance level.
