NOTE:  If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.

 

SUMMARY OF DUTIES: Incumbent provides technical assistance and assists supervisor in coordinating field operations. 

  • Gathers pertinent information, prepares a variety of Lease and field Inspection reports.
  • Collects field and gauging data from Petroleum Engineer Technicians for monthly reports.
  • Collects run tickets, calculates API gravity and barrels of oil to determine debits and credits.
  • Discrepancies are noted and reported to Field Supervisor on monthly reports.
  • Responsible for file maintenance.
  • Responsible for the preparation of letters for mineral leases and permits upon receipt.
  • Maintains information related to plugging of oil and gas wells.
  • Maintains and monitors pending lease files.
  • Responsible for the preparation of documentation necessary to collect bond monies from mineral lessees.
  • Serves as liaison with Real Estate Services in collection of damages on restricted and/or trust properties.
  • Answers phones, receives and directs visitors within the field operations section. Schedules appoints and coordinates meetings.
  • Prepares and monitors all training and travel documents for the field operations section.
  • Prepares requisitions, obtains signatures, and/or equipment for entire field staff.
  • Responsible for field vehicles.

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-303).

GS-7: 1 year of specialized experience equivalent to the GS-6 grade level. Specialized experience includes but not limited to: secretarial/administrative support work that required knowledge of the duties, priorities, commitments, policies, and program goals of a staff sufficient to perform non-routine assignments; personally handling requests for information and resolving issues; reading incoming correspondence in order to determine proper action and preparing responses; maintaining office suspense system; maintaining time and attendance; maintaining files and records; coordinating travel arrangements and processing vouchers; maintaining budget activities within the office. These examples are not all inclusive (refer to the summary of duties for specialized experience).

GS-6: 1 year of specialized experience equivalent to the GS-5 grade level. Examples of specialized experience include: controlling and reading all incoming correspondence, screening items to be handled personally, and forwarding the remainder for action; receiving request for information, advising when the information can be furnished, and providing authorized information from files and records or following up with others to see that non-routine information is provided; arranging for meetings or conferences including reserving meeting room and notifying participants; and requisitioning supplies, equipment and services for the office staff. These examples are not all inclusive (refer to the summary of duties for specialized experience).

GS-5: 1 year of specialized experience equivalent to the GS-4 grade level which involved preparing and reviewing correspondence; making travel arrangements and processing vouchers; arranging for conferences, meetings, and training sessions, logging information into databases, and assisting with budget activities; processing time and attendance records; and maintaining office filing systems. OR 4 years of successfully completed education above the high school level.  These examples are not all inclusive (refer to the summary of duties for specialized experience).

 

PROFICIENCY REQUIREMENT:  In addition to meeting the experience or education requirements, applicants must show possession of typing and office automation skills.  Applicants may meet the typing requirement by passing the appropriate test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificate by the Office of Personnel Management local office or by self-certifying their proficiency.

 


 

SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.

 

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

 

The Bureau of Indian Affairs has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
