About the Agency

This position is head if the Security Branch (N0041), located in the Assistant Flag Security (N004), Commander, U.S. Pacific Fleet (COMPACFLT), Pearl Harbor, Hawaii.

 

Salary will be increased by the applicable cost-of-living allowance (COLA), which is subject to change without notice

As the Security Officer you will provide authoritative information and assistance to the COMPACFLT Staff and subordinate activities on personnel security policies, personnel security investigative requirements, adverse security determinations, representing the organization in personnel security matters, developing policies and procedures to be used.  Duties may include but are not limited to:

·         Develop and implement physical, information, and personnel security policies for COMPACFLT and Pacific Fleet Echelon III commands.

·         Design and develop protection systems and devices to ensure security of information, material, and equipment.

·         Manage and monitor the document control program.

·         Serve as the COTR (Contracting Officer Technical Representative) for COMPACFLT security contracts.

·         Lead the COMPACFLT Security Working Group and maintains records of committee meetings.

·         Provide specifications for new constructions on physical security of material.

·         Coordinate the Loss Prevention programs.

·         Coordinate the command's security education program.

·         Manage the JPAD/JCAVS (Joint Personnel Adjudication System/Joint Clearance and Access Verification) systems.

·         Responsible for the personnel security program including Top Secret clearances and NACI (National Agency Check) Investigations, personnel suitability.

·         Serve as the primary office contact responsible for handling all electronic spillages of information.

·         Act as the commands' Top Secret Control Officer.

·         Administer and operate the Badge Access program for COMPACFLT.

·         Supervise the Assistant Security Manager.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a security manager or specialist providing administration or management of security programs. Your experience must reflect your ability to advise on security matters at the Command level where policy for the organization is set, on physical, information and personnel security. Examples of qualifying experience may include: developing and implementing security policies, instructions, procedures, control systems, or methods; advising management on security programs; planning and recommending the installation of multilayered security systems which may involve personnel access controls, physical protection devices, monitoring equipment, security forces, remote alarm equipment, and other measures. Areas of security you will be involved in include, but are not limited to, material, equipment and information; document control; facility; loss prevention; security education; security clearance; personnel usuitability; and badge access.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.
