A. Completed a bachelor's degree
that provided the knowledge, skills and abilities for this position and meet
one of the following requirements for superior academic achievement at the
undergraduate level: 1) Class standing - Graduated in the upper third of the
class based on completed courses in the college, university or major
subdivision; 2) Grade Point Average - 2.95 or higher out of a possible 4.0
scale as recorded on official transcript, or as computed based on 4 years of
education, or as computed based on courses completed during the final 2 years
of the curriculum; or 3.5 or higher on a 4.0 scale based on the average of the
required courses completed in the major field or the required courses in the
major field completed during the final 2 years of curriculum; or 3) Election to
membership in a national scholastic honor society. Note: A copy of your
transcript is required to documented proof of your GPA, class standing, or
election to honor society membership. Failure to provide your transcript will
result in an ineligible rating. OR
B. One full year (18 semester hours)
of graduate level education in accounting, finance, business, public
administration, or a closely related field of study. Notes: You must submit a
copy of your transcripts as proof of any claimed education. OR
C. One year of specialized
experience equivalent to the GS-05 level in the Federal service (or equivalent
in other pay systems) that provided the applicant with the knowledge, skills
and abilities to perform the duties of this position. Such experience includes:
monitoring delivery, accounts payable, accounts receivable, collection of
accounts receivable, and other similar processes; assisting in facilitating the
work of financial personnel and higher graded personnel; assisting in the
implementation of accounting systems and procedures enhancements; and analyzing
input, files maintenance, ledger balances, reports, etc. OR
D. A combination of the specialized
experience and the graduate level education that, when combined, equals 100% of
the total requirement. To compute this percentage, calculate the percentage of
specialized experience and graduate education completed and add the two
percentages. The sum of these two percentages must equal at least 100%. Note: You

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

- Background Investigation: You may need to successfully complete a background investigation before appointed into the position.
- Probationary Period: You may be required to serve a one year probationary period.
- Time in Grade (TIG): Current employees, Transfer and/or Reinstatement Eligibles must have a minimum of 52 weeks at the next lower grade GS-grade level to be eligible under Merit Promotion. An SF-50 must be provided which shows your current pay plan/series/grade to verify time-in-grade requirements are met. Failure to provide an appropriate SF-50 will result in an ineligible rating.
- Relocation Expenses: Relocation expenses are not authorized for this position.
- Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
