About the Agency

This position is located in the Office of Facilities Management and Reliability (OFMR), Office of Facilities Engineering and Operations (OFEO), Smithsonian Institution. The employee leads or assists with building/facilities management to include daily facilities operations and maintenance functions, and manages a large staff of employees for a large facility or group of facilities (such as a museum or complex building).

  • Plans and carries out building management and facilities operations and maintenance duties.
  • Supervises from 15 to 100 permanent Smithsonian employees (i.e., building services workers, equipment operators, maintenance mechanics, crafts and trades, administrative staff, operating engineers), as well as contractor services. Develops and plans staffing requirements, work schedules, priorities, training, and evaluations of all subordinate staff.
  • Strategizes and coordinates information from the automated facility system to include manager reimbursable work, work tickets, and requests for building services for the tenants of units.
  • Updates and obtains reports and performs analyses through the use of the automated database system.
  • Provides oversight of coordination for receiving, evaluating, directing, processing, and following up on all work requests from occupants. Reviews all work requests for consistency with facility standards and policy in regards to safety, security, design and appearance, facility engineering, and collections management.
  • Provides information and liaison regarding physical plant programs and related matters to occupants of facilities, the Smithsonian at-large, and visitors.

Grade 11: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as doing administrative management, leadership, communication, and facilities management to include cleaning, and providing overall building maintenance and customer service for the tenants/occupants.

Grade 12: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as performing facilities management to include operations and maintenance, communication, health and environmental safety, project management, leadership, and property control.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Or Education:

Grade 11: Ph.D. or equivalent doctoral degree


3 full years of progressively higher level graduate education leading to such a degree


LL.M., if related

Such education (i.e., engineering, industrial arts, property management, or business administration) must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Grade 12: There is no education substitution at this grade level.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

  • Knowledge of Facilities Management principles, issues, methods, and problems related to building management and facilities operations and maintenance for facilities with heavy public visitation.
  • Ability to supervise, manage, and motivate a diverse range of personnel.
  • Knowledge of techniques involved in facilities management including building maintenance and operations, cleaning, and construction.
  • Skill in the development, implementation, application, and maintenance of computerized methods of planning, financial management, facilities management, and environmental control systems.
  • Ability to communicate clearly and concisely in writing to prepare reports, memos, and emails.
  • Ability to communicate clearly, concisely, and persuasively orally to present and explain facility management services and programs.
