Basic Education Requirements:
[A]Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
[B]Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to Basic Requirements above, you must have following:
Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-09 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as developing, implementing, evaluating and maintaining an education program related to African American history and culture in a museum, educational, or cultural environment
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
Or Education: Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to the position may be substituted to meet the experience requirements.
Or a Combination: Education and experience may be combined to meet the basic qualifications; for example, a half year of experience and a half year of graduate education beyond the first year in the field may be qualifying. Qualification requirements, including one year time-in-grade at the next lower grade level for promotion candidates, must be met within 30 days of the job announcement closing date.

BASIS OF RATING:
- Knowledge of educational theory, teaching practices, and evaluation methods related to learning that takes place in a museum, educational or cultural institution.
- Knowledge of African American history and culture related to the collection and research of a museum or cultural institution.
- Ability to manage public outreach programs.
- Ability to supervise, direct and motivate a diverse staff.
