About the Agency
This position is located in the National Marine Fisheries Service, Pacific Islands Regional Office (PIRO) in Honolulu, Hawaii.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-2 is equivalent to the GS-7/9.
This position is also announced under vacancy number NMFS-PIR-2014-0038, which is open to status candidates. You must apply to both announcements if you want to be considered for both.

Salary Range for ZA-2: $39,985-$70,020
Cost of Living Allowance (COLA) for Honolulu, Hawaii is 12.25% of the locality salary, and is not federally taxed. The COLA is not reflected in the locality salaries shown in this vacancy announcement.
*This vacancy may be used to fill other Support Services Specialist, ZA-0342-02 positions throughout NOAA. The position must be alike (e.g.: within the same geographic locations, same grade/band requires the same qualifications as indicated in this vacancy announcement).
Additional Requirements (such as travel, training required after appt, etc): Some travel required. Incumbent must be able to acquire and maintain a U.S. DOC warrant for contracting less than $150,000 procurement's within one year of appointment.

The individual selected for this position will:
- Provide administrative, property management, procurement (of services, supplies and equipment), acquisition (under the Federal Acquisitions Simplified Acquisitions Procedures), customer service, and supply support to PIRO.
- Serve as property custodian for five divisions, responsible for inventory and control of non-IT personal property.
- Monitor, audit, and maintain employee time and attendance.

This position has an Individual Occupational Requirement found below. If you meet the Individual Occupational Requirement, you are qualified for the grade:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the ZA-2 or GS-7 grade level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience at the next to lower band/grade level GS-05 or equivalent. Specialized experience is defined as:
- Planning, organizing and/or tracking administrative work;
- Applying methods, precedents or guidelines to assigned work;
- Carrying out administrative support functions (e.g. personal property, travel coordination, personnel support, acquisition and procurement) in an office setting and;
- Providing information effectively through oral and written communication.
Graduate Education: One full year of graduate-level education in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position.
A combination of graduate level education and experience - A combination of specialized experience and graduate level education in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position. One full academic year of graduate-level education is creditable for the GS-07 level.
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
