We are an independent combat support agency within the Department of Defense. We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements. 

These positions are being filled under the Expedited Direct Hire Authority in accordance with the Duncan Hunter National Defense Authorization Act.

About the Position:

Individuals in this four-year Emergency-Essential (deployable) status can expect repeated deployments to combat locations overseas in support of contingency operations as mission requirement are determined. These locations are typically in a designated combat zone. Generally, the deployed work locations have power, water, heating, and air conditioning, although outages should be expected. The living conditions will vary widely: ranging from having all basic amenities such as light, power, water, refrigeration, to not having one or more of these amenities. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.

  • Reviews contracts and technical data packages to identify the specification requirements which the contractor's processes must meet.
  • Identifies differences between contract technical requirements and current contractor processes.
  • Establishes a requirement baseline for the processes performed by the contractors.
  •  Establishes and maintains communications with contractor's top management, including applicable functional managers such as production, engineering, and QA personnel early in the contracting cycle to ensure understanding exists for acceptable quality evidence for performance of such things as purchased materials and vendor controls, shipment, and key process proofing/measurement and analysis.
  •  Establishes and maintains a communications channel with the Contracting Office and Program Management Office as necessary.
  • Notifies contracting offices and specifies preparing activities of deficient contract and technical requirements.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS- 09).Specialized experience is defined as: Specialized experience is defined as: experience which involved the full range of principles, concepts, and methodology related to one or more quality assurance functional programs, and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments. Experience performing statistical and quality data analysis and evaluation to determine supplier compliance with contractual requirements.

CONDITIONS OF EMPLOYMENT:

       **NOTE** These positions are designated Emergency-Essential (E-E). In event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment.  Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service.        Selectees for E-E positions are required to be exempt from recall to the military Reserves or recall to active duty for retired military.

Other Requirements:

  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Requirement, which is 52 weeks of Federal Service at the GS-11 grade (or equivalent).

  • Ability to communicate orally and in writing.

  • Must be able to possess and maintain a Government Travel Credit Card.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
