In order to meet the minimum qualifications for this BASE SERVICES MANAGER position, you must meet the following criteria.
Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
GS-11 Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
Candidates will be evaluated on the basis of the KSA's listed below. Written response to each KSA will ensure that specialized experience criteria is recognized and credited.
1. Comprehensive knowledge of the full suite of Base Services programs including Prime Readiness in Base Services (RIBS), Subsistence and Food Services, Lodging, Mortuary Affairs, Private Organizations and Non-Appropriated Funds, Home Community Care, Dining Social Club, and Fitness Center management to evaluate, plan, and direct support for federal, state, and local missions. Knowledge must incorporate principles, concepts, and methodologies, which affect the integration of internal/external program support resources to accomplish assignments, and/or improve the effectiveness or efficiency of operations. Incumbent must use discretion to weigh the impact of variables such as cost, critical personnel qualifications, equipment availability, and other issues that influence the course of actions taken in resolving questions and issues, and in fulfilling commitments levied or proposed by higher authorities.
2. Knowledge of readiness reporting procedures, policies, and directives to ensure timely, relevant, and accurate delivery of required information to higher headquarters.
3. Knowledge and skill in the use of web-based, integrated, or stand-alone computer programs and software applications to evaluate and report readiness information, draft and develop program documentation, initiate or approve special orders requests and requirements, brief and depict program operating characteristics, and ensure the effective deployment of tasked personnel.
4. Skill and ability to review, analyze, and assess previous exercises, contingencies, and precedents to sustain Services combat readiness and deliver relevant mission capabilities to the area of responsibility. Knowledge of pertinent laws, regulations, and policies, which affect the use of program and related resources to provide authoritative advice to senior staff and to facilitate mission/program accomplishment.
5. Ability to communicate clearly and concisely both orally and in writing. Knowledge and skill in using numerous and dissimilar on-line and off-line software in support of various assigned programs and to develop new work methods, structures, procedures for administering program services and support.
6. Knowledge and skill in applying analytical and evaluative techniques to identify, consider, and resolve program-related issues, challenges, or problems. Skill and ability to use statistical and forecasting methods to formulate program management policies, procedures, and continuity. Overall ability to examine divergent information and data and convert it to coherent instructions and checklists; strong knowledge of computer operations, software applications, and systems management.
7. Knowledge of management and organizational techniques, systems, and procedures to publish guidance, manuals, directives, and operating instructions for base level and field level Services operations.
8. Knowledge of financial management principles to manage fiscal resources and carry out resource management and contracting responsibilities. Knowledge of planning, programming, budgeting, and execution (PPBES) principles to prepare long-range (e.g., 5 years) and short-range financial estimates for program sustainment.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:
Once the application process is complete, a review of your application will be made to ensure you meet the job requirements. All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants. In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral. A panel of three members will be appointed to rate the candidates using the KSA factors. Experience will be evaluated in terms of type and quality in relation to the requirements of the position. Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal.
Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence:
1. Category I: All excepted service technicians in the New York Army National Guard for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.
2. Category II: All currently employed excepted service technicians in either the New York Army or New York Air National Guard.
3. Category III: Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard.
* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
