JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

 

Fort Belvoir is located in Fairfax County, Virginia on the Potomac River, approximately 18 miles south of Washington, DC. Fairfax County is a large, affluent county in Northern Virginia. Although some public transportation options are available and more are currently being developed, the primary means of access is private vehicles. This area is rich in history and has a wide range of educational, cultural and recreational assets providing everyone with opportunities to grow personally and professionally.

About the Position:
This position is located in the Public Works Directorate, Engineering Division, which is responsible for all Sustainment, Restoration, Maintenance (SRM) projects.  The incumbent serves as the Energy Manager for Fort Belvoir to oversee the energy programs and manage energy projects/contracts such as Energy Saving Performance Contract (ESPC), Utility Energy Service Contracts (UESC), and other construction contracts, ensuring energy policies are followed and incorporated into all projects.

 

This position will be filled on a permanent basis.

 

This is a Career Program Position (CP) 18.

  • Serve as the technical engineering authority and advisor to the Director of Public Works and other engineers within the directorate on energy projects/contracts. 
  • Conduct studies and direct the work of lower graded engineers and technicians to carry out segments of technical systems and applications programs.
  • Conduct complex calculations and prepares graphs, displays and mock-ups.
  • Conduct studies and analysis of Energy, Lighting, Controls and Heating Ventilation and Air Conditioning (HVAC) systems and programs.
  • Review all proposed construction and maintenance projects for Energy Saving Performance Contract (ESPC) application possibilities and programs as appropriate.
  • Makes site visits to assist with problems encountered during construction; identifies nature of problem and devises an appropriate solution.
  • Review architect/engineer design packages for compliance.
  • Coordinate and develop engineering plans, specifications, and cost estimates for maintenance and repair, for construction and alteration projects.

Experience required:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

 

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience providing technical support in electrical engineering to field personnel involved in construction surveillance. Identifying design criteria including alternative methods of design, range of material, and variety of equipment acceptable to the Government. In addition, design, coordinate, and develop engineering plans, specifications, and cost estimates for maintenance and repair, construction and alteration projects.  

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Basic Requirements: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • Professional registration.

  • Written Test.

  • Specified academic courses.

  • Related curriculum.
