About the Agency

This position is located in the Civilian Human Resource Directorate (CHR), Staffing and Classification Division, at the Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland.  The primary purpose of this position is to provide supervision and oversight to the Staffing & Classification Division staff.  The USUHS CHR is a full service personnel office providing services to General Schedule (GS), Federal Wage System (FWS), and Administratively Determined (AD) employees. The AD system is a unique personnel system for faculty, academic support staff, and key academic administrative positions.  The position is the Chief of the Staffing & Classification Division for USUHS with responsibility, for the integration, management, and supervision of the recruitment and placement, position management, compensation (GS & AD plans) and classification programs under Titles 5 and 10.

As a Supervisory Human Resources Specialist (Classification/Recruitment & Placement), your duties may include, but are not limited to:
• Providing advisory services and instruction to accomplish or improve product quality of Human Resource Staffing & Classification Programs functional assignments.
• Providing leadership to subordinates on HR policy issues that affect classification, compensation or staffing actions.
• Assigning work to subordinate HR Specialists based on priorities, difficulty of assignments and the capabilities of employees.
• Analyzing work flow processes and associated metrics to implement/change internal processes to increase efficiency of operations.
• Providing management consultative service involving a wide spectrum of HR functions such as staffing/recruitment, classification, compensation, HR rules and regulations pay plans, HR operations etc.
• Developing and executing position classification, recruitment, and staffing strategies to support workforce shaping (e.g. training, restructuring, information technology innovations, position reorganizations etc.).
• Briefing top officials on various issues of concern related to position management.
• Interpreting and implementing a wide range of position management and classification policies, laws, executive orders, regulations, practices, and procedures.

FOR GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the (GS-12) grade level in the Federal service or equivalent experience in the private or public sector providing a variety of human resource management. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Examples of qualifying experience may include:
• Supporting a full range of position management, classification, and staffing services to different levels of management and employees.
• Preparing necessary documentation in the General Schedule (GS) classification and job grading systems.
• Advising supervisors and senior management on classification, recruitment, examination, and selection processes, regulations, and requirements.
• Researching and documenting the best practices regarding external recruitment techniques in the Federal sector.
• Advising on available recruitment policies, practices, or programs to deal with workforce expansion, downsizing, and reshaping.
• Researching HR laws, policies, regulations and reference material, analyzing information, selecting appropriate approach and recommending corrective action.

FOR GS-14: Your resume must demonstrate at least one year of specialized experience equivalent to the (GS-13) grade level in the Federal service or equivalent experience in the private or public sector overseeing human resources advisory services.

Examples of qualifying experience may include:
• Providing a full range of position management, classification, and staffing services to different levels of management and employees.
• Providing management advisory services on developing organizational personnel policy for staffing and classification.
• Providing staff-level advice to subordinate staffing human resources specialists in the development of solutions to complex and difficult problems of staffing, providing authoritative management advisory services to senior managers and supervisors resolving problems in areas such as classification/recruitment and placement, employee complaints and classification grievances/appeals, and reduction in force.
• Analyzing classification standards, guides, and precedential decisions.
• Identifying, distributing, and balancing workloads and tasks among employees.
