JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. This position is located in the Office of Finance and Accounting, Division of Audit.  The Division of Audit is responsible for developing and recommending policies and procedures for Chief Financial Officer (CFO) audits; develops and recommends policies and procedures for Tribes and Tribal organizations audit resolution within IHS; provides advice, technical consultations, and training to IHS Headquarters, Area Offices, Tribal, and Urban Indian Health organizations for Title I, Title V, and Agency CFO audits; and provides audit resolution services in accordance with applicable statutes and regulations.
The incumbent of this position serves as an Auditor with responsibility for providing agency-wide guidance and support in the resolution of all audit findings received from external entities such as Tribes and Tribal Organizations, Government Accountability Office (GAO), the Office of the Inspector General (OIG) and other government agencies.  This position reports to the Director, Division of Audit.

  • Conducts audits and provides audit liaison services in accordance with applicable statutes and regulations.  Coordinates all the activities of the annual CFO Audit for IHS, collecting sample documentation, coordinating meetings, and preparing other documentation required by the CFO auditors.
  • Coordinates resolution of audit findings noted in Single Audit reports with the appropriate IHS/GMO and Area Office officials.
  • Provides technical assistance to IHS Headquarters, Area Office, Tribe / Tribal Organization and Urban Indian Health Program officials in audit and audit resolution assignments or investigations.
  • Performs analytical procedures and prepares reports to provide information on program operations and to identify causes of deficiencies or problems as well as recommends corrective actions such as modifying management systems, financial and accounting systems, workflow, lines of authority, and other corrective actions.
  • Performs financial analysis using agency documentation, financial statements, and indirect cost rate agreements and proposals.

BASIC REQUIREMENT:  In order to qualify for this position, you must meet the degree requirements for an auditor position.
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.  The 24 semester hours may include up to 6 hours of credit in business law; OR
B. A combination of education and experience:  at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge; AND at least one of the following: 
• 24 semester hours in accounting or auditing courses of appropriate type and quality.  This can include up to 6 hours of business law; or
• a certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through written examination; or
• completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

MINIMUM QUALIFICATIONS:   Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:  conducting audits and providing audit liaison services in accordance with applicable statutes and regulations; coordinating activities of the annual CFO Audit, collecting sample documentation, coordinating meetings, and preparing other documentation required by the CFO auditors; coordinating  audit findings noted in Single Audit reports with the appropriate officials; assisting in processing Single Audit resolution cases and issuance of management decision letters; demonstrates a detailed knowledge of the guiding laws, regulations, processes and circulars regarding PL 93-638 and OMB Circular A-133 as relates to audits and audit resolution.

 

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

WHAT TO EXPECT NEXT:
