About the Agency

The Director of Trademark Information Resources will provide leadership, business specific expertise, technical expertise and project management in the development of trademark information systems supporting trademark business operations, examination, status and information related to trademark records, electronic filing, and external products and services.

The Director will work closely with the Office of the Chief Information Officer (OCIO) to improve and increase the electronic availability of information for both internal use by trademark examiners, technical support staff, and others involved in the examination process, and for external use by the public. The Director will be instrumental in working with trademark employees and intellectual property practitioners to define and integrate user requirements into the design, development, and enhancement of automated information systems, search tools, and e-commerce products. In addition, the Director will work with OCIO and the Office of the Chief Financial Officer (CFO) organizations to improve and maintain IT resources used by Trademarks.

The Director will have personal contact with other senior executives throughout the USPTO as well as the Executive Branch, Members of Congress and their staff, and other Agencies. The Director will be responsible for providing advice and management guidance to the Commissioner and will be accountable for the achievement of rigorous performance goals within his or her sphere of responsibility.

The Director of Trademark Information Resources will:

  • Oversee the provision of search and information resources and capabilities for the examining corps and support staff.

  • Coordinate the completion of the transformation of the trademark automated systems to fully electronically-supported processes, consistent with the goals and objectives of the USPTOs Strategic Plan, by directing the definition of the system requirements, coordinating the impact of changes to staffing, and directing the allocation of the appropriate priorities and resources.

  • Support the development, delivery, and administration of necessary automation training including training materials.

  • Support automation products and services for Trademarks.

  • Oversee visual, video and audio communications for Trademarks.

  • Ensure that the needs of a teleworking organization are met.

  • Oversee all technology related activities for Trademarks to ensure maximum availability and the best possible customer service.

  • Oversee budgeting for Trademarks in the area of automation.

  • Create avenues for internal and external user involvement to determine needs and to transform these needs into requirements, and to gain agreement on their priority including understanding and balancing the interests of the various groups that rely on trademark systems.

  • Apply rules, regulations, and policies of the Federal government for both IT planning and acquisitions.

  • Manage a staff of IT Product Management professionals.

  • Provide oversight for transmission of requirements to the Office of the Chief Information Officer and actively assist in the project management, development, and deployment of the resulting tools.

  • Ensure support and coordination for automation-related projects resulting from international projects and agreements.

  • Plan, promote and carry out initiatives and practices including internal and external customers in support of the strategic plan and goals of the USPTO.

  • Develop and implement best practices and processes with respect to Trademark systems.

  • Identify recurring challenges, analyze trends and establish measures addressing these challenges, trends and needs consistent with the policies of the USPTO.

  • Provide a reporting and evaluation system to determine the Trademark operations effectiveness.

  • Build coalitions within the agency and with the Department of Commerce and other agencies as appropriate.

This role requires a highly experienced manager with an in-depth understanding of the Trademark line of business, and the requirements of those systems to meet the needs of both trademark employees and external users. An applicant must have experience with the successful development and management of similar systems within a Federal environment and/or extensive experience with Trademark data and systems outside of the Federal Government to ensure the success of this significant undertaking. The most qualified senior Technical Program Management professional will have hands-on experience with Trademark organization requirements and systems and will have demonstrated success in the following areas:

Each response to the Professional Technical Qualifications (PTQs) & Executive Core Qualifications (ECQs) must include a narrative summary of the applicant's executive experience in relation to the PTQs & ECQs and specific examples of accomplishments. Failure to address each qualification factor will have an adverse impact upon your ranking.

The Professional Technical Qualifications (PTQs) for this position are:

1. Demonstrated experience requiring the ability to conceptualize, design, develop, implement, evaluate and manage state-of-the-art information management systems in a large, highly technical organization within time and budget constraints.

2. Demonstrated ability to communicate complex IT programs, requirements, policies and programs to IT experts and lay people, including the ability to interact with a wide variety of stakeholders and colleagues, translate business requirements into IT requirements, provide options/alternatives to remedy problems and identify opportunities within a technically complex organization.

3. Demonstrated ability to integrate an organizations strategic goals and objectives with IT trends, innovations and best practices.

4. Expert working knowledge of the technical and legal issues associated with the data and processing requirements specific to trademark registration activities.

5. Demonstrated ability to manage, lead, work closely with and build coalitions among IT staff and contractors to develop, evaluate, maintain, integrate and oversee programs in the Trademarks area.

The Executive Core Qualifications (ECQs) for this position are:

5. Building Coalitions- This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
