This recruitment is for one position with the Network Contracting Office 18 (NCO 18). The duty location is 707 E. 3rd Street, Big Spring, TX 79720. 

Promotion potential:  The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.  Selection at a lower grade level does not guarantee promotion to the full performance level.

The Contract Specialist is responsible for performing professional work involving the procurement of supplies and services using procedures outlined in the Federal Acquisition Regulations, Veterans Affairs (VA) Acquisition Regulations, Public Laws, and Agency policy. Equipment, supplies, and services procured include but are not limited to: medical or facility equipment, medical and surgical and other facility operations supplies, equipment repair services, and information technology (IT) services to include hardware and software. Conduct debriefings with non-successful offerors or bidders as requested. Conduct post award conferences with Contractor and Government personnel to provide information and clarify standard and special contractual provisions of the contract. Resolve problems of delivery, productions, quality, differing site conditions, inspection, and other pertinent matters. Perform cost and price analysis on change order proposals and analysis of delivery requirements. Administer payment provisions of the contract for partial payments, progress payments and final payments using the Department of Veterans Affairs On-line Certification System. Prepare required documentation and coordinates with the Office of the General and Regional Counsel during any legal proceeding. Utilize electronic systems for contract writing (i.e. eCMS), contract management, contract reporting (i.e. FPDS), financial management (i.e. IFCAP), in accordance with Agency policies. Perform other duties as assigned.

Must have FAC-C Level I certification or be able to obtain certification within one year of employment in the position.

Eligibility Statement: Must be a current permanent Department of Veterans Affairs (VA) employee.

Basic Requirement:

Must meet the basic requirement of a 4-year course of study leading to a bachelor's degree with a major in any field OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law,contracts, purchasing, economics, industrial management, marketing,quantitative methods, or organization and management. [Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000]. Employees who occupy GS-1102 positions at grades through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However,employees must meet specialized experience requirements when seeking another position.

AND

GS-9: Must have at least one year of specialized experience equivalent to the GS-7 level of federal service. Examples of specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that are typically in or related to the work of the position to be filled and include: Must be Level I FAC-C certified or equivalent. Understands acquisition regulations, contract law, and procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts. Demonstrates knowledge of various types of contracts, including firm-fixed price, firm-fixed price with economic price adjustments, and cost reimbursement; and contract methods to include simplified acquisitions, sealed bidding, negotiations, cost sharing, multiple awards, commercial items and special provisions. Ability to negotiate prices, terms and conditions, contract modifications and settlements. Demonstrates knowledge of commercial and industrial business practices to identify sources, analyze cost and pricing data. Familiar with market and sources to include identification of offerors in specific socio-economic categories eligible for set-asides. Understands contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract.

2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

GS-07: Must have at least one year of specialized experience equivalent to the GS-05 level of federal service. Examples of specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that are typically in or related to the work of the position to be filled and include: Must have FAC-C Level I certification or be able to obtain certification within one year of employment in the position. Ability to comprehend acquisition regulations, contract law, and procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts. Ability to understand various types of contracts, including firm-fixed price, firm-fixed price with economic price adjustments, and cost reimbursement; and contract methods to include simplified acquisitions, sealed bidding, negotiations, cost sharing, multiple awards, commercial items and special provisions. Demonstrates the ability to negotiate prices, terms and conditions, contract modifications and settlements. Fundamental knowledge of the market and sources to include identification of offerors in specific socio­economic categories eligible for set-asides. Ability to understand basic contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract. Maintain good interpersonal skills when communicating with internal and external customers.
