This position is a full-time term appointment not to exceed 2 years. Term appointments may be extended up to 4 years at the discretion of management and in accordance with applicable regulations.

 

This position is located in Camp Pendleton, CA.

 

Vacancies from this announcement may be filled at the following grade levels: GS-09, GS-11, GS-12. This position has promotion potential to the GS-12 grade level. If selected below the full performance level, selectee may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

·        Prepare procurement packages and recommend awards in accordance with standard practices and established procedures.

·        Send solicitation documents (e.g., Requests for Proposal (RFP), Requests for Bid and Request for Quote) to solicit responses from vendors for products and services.

·        Review requisitions to determine appropriate method of procurement (i.e., formal advertising or negotiation).

·        Monitor contractor performance on awarded contracts for adherence to delivery dates, period of performance and any other terms and conditions stated in the contract.

·        Formulate recommendations regarding acquisitions to assist with resolving contracting issues as they arise.

Basic Requirements: Applicants must meet one of the Defense Acquisition Workforce Improvement Act (DAWIA) requirements for Contract Specialist positions.  Applicants must possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND have completed at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree) OR be a current employee of the DoD or a member of the armed forces (other than Coast Guard) who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000, or served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty OR be a DoD employee in the Contingency Contracting Force.

 

In addition, your resume must also demonstrate the following:

 

GS-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

 

Assisting with procurement support for supplies/services and supporting the monitoring of Contract Performance.

 

OR

 

Successfully completed a Master's degree or equivalent graduate degree OR two full years of progressively higher level education leading to such a degree or LL.B or J.D. 

 

OR

 

Possess a combination of specialized experience and education that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal 100 percent.

 

GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

 

Performing pre-award and post-award contracting functions involving procurements contracts and monitoring contract performance.

 

OR

 

Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related). Graduate education must be in one or more of the following major fields of study including but not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

 

OR

 

Possess a combination of specialized experience and education that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal 100 percent.

 

GS-12:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

 

Conducting market research/analysis, developing evaluation criteria for contract proposals and requests, and determining method of procurement on contract negotiations.

 

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

 

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level II at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

REQUIREMENTS: 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

 

This is an obligated position. The former incumbent has return rights to this position under PL 36-585.

 

Selectee will be required to complete and submit a Confidential Financial Disclosure Report, OGE-450, prior to entering the position and annually thereafter.

 

Must be eligible to obtain and maintain a swarrant as directed by/at the discretion of management of the Regional Contracting Office.

 

Must be willing and able to travel on government orders. Travel may be via military or commercial aircraft, privately owned vehicle, or other means of available transportation.

 

May be required to work overtime.

 

Occasional walking, standing, bending, carrying light items such as reports or files, or driving an automobile.
