The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agencys business processes. The CIO directs the development, implementation, maintenance, enhancement, and operation of the USPTO automated information systems and the development of supporting strategic and operational plans; manages the USPTO computer facilities, equipment, and telecommunications network; manages development, maintenance, and dissemination of patent and trademark information to the public; serves as the Agencys Senior Information Technology (IT) official, and provides administrative and policy direction to the organizational elements reporting to the Chief Information Officer.

The Office of Application Engineering and Development (AED) is responsible for the full life cycle management of the USPTOs automated information systems, consistent with the USPTOs strategic IT plans and supporting technical architecture.

The System Engineering Division (SED) provides Development. The Development Branch performs software design and development tasks for the systems, services and tools to support the technical goals of the Agency. This group augments or leads development in concert with external contractors and conducts their own development of products in conjunction with the architecture branches.

This position serves as a senior software developer in the Development Branch.


The incumbent for this position:

Serves as a senior software developer for design, development, test, deployment, support and documentation of assigned IT software related to IT technology.

Works with developers and team leaders, senior IT specialists, architects, supervisor, contractors, and customers to define project/task technical requirements and to evaluate and identify alternative solutions. Provides a level of effort for development activities to supervisor and team leads.

Works with Architect Branches to update and review architecture and design software. Independently designs and documents software that adheres to USPTO policy and standards.

Provides estimations for development estimates for scheduling. Implements, documents, builds, provides unit tests, and supports testing and deployment of software. Integrates all builds with Content Management tools.

Develops, or assists in developing, components based on requirements, architecture and design that adheres to coding and documentation standards, unit test methods and development best practices. Understands and applies software construction, software development lifecycle workflows and methodologies.

Reviews and updates development standards and best practices. Performs code and design reviews for other developers and contractors. Understands and applies industry best practices and standards, provides suggestions and updates, and ensures that other developers and contractors follow standards and quality best practices.

Provides updates to Software Development Lifecycle (SDLC) and other project documentation.

Provides Operations production documentation and support.

Provides user documentation and training as applicable.

Performs investigations for production problems. Analyzes complex software and/or hardware problems in test and production and provides solutions. Solves a wide range of development, operational and support problems to meet customer requirements. Draws upon multiple IT specialties in order to accomplish complex tasks.

Researches emerging technologies and advises managers and customers on software and/or hardware needs, on the new technology, and recommends modifications to current software and/or hardware and identifies training needs for staff in these areas.

Participates in special projects and may serve as a project leader.

Performs other related duties as assigned.
