CVM's Office of Surveillance and Compliance (OS&C), in cooperation with the FDA Field Offices, monitors marketed animal drugs, food additives, and veterinary devices to assure their safety and effectiveness. This regulatory responsibility is carried out by scientists, investigators, and analysts around the country. Violations can result in regulatory action. The Division of Animal Feeds within OS&C monitors and establishes standards for feed contaminants, approves safe food additives, reviews GRAS notifications, manages the FDA medicated feed and pet food programs, and participates in the review of biotech plant notifications, and provides scientific support and guidance on all animal feed matters to FDA and state regulatory officials.

As the Deputy Director for the Division of Animal Feed within OS&C you would work under the guidance of the Division Director. You would provide expert technical and scientific guidance/assessment to senior leadership on complex, precedent setting, and/or controversial issues involving opinion and policy. You would be responsible for the creation, initiation, and implementation of new policies, systems, procedures, and organizational structures. As well as, providing scientific and technical leadership and direction to a multidisciplinary scientific and administrative staff engaged in addressing animal agriculture issues. Lastly, you would assist the Division Director in managing the Animal Feed programs within the division (e.g. biotechnology, food additives, medicated feed, and feed safety).

Applicants must demonstrate that they meet one (A, B,) of the basic educational requirements.

A. Basic Qualification Requirements for Biological Science, GS-401:

Have a bachelor's degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Have a combination of education and experience equivalent to a major, as described in "A" above, plus appropriate experience or additional education.

B. Basic Qualification Requirements for Animal Scientist GS-0487:

Have a degree in animal science, dairy science, poultry science; or a related discipline or field of animal science that included at least 30 semester hours in the basic biological and agricultural sciences, and 20 semester hours in animal science.  For animal scientist positions, at least 10 of the required 20 semester hours in animal science must have been in courses dealing with the breeding, feeding, production, and management of livestock, and the care and preparation of their products. OR have a combination of education and experience: courses equivalent to a major in the basic biological and agricultural sciences, including a minimum of 20 semester hours in appropriate animal science subjects, as described above, plus appropriate experience or additional education.

In addition to meeting the basic educational requirements, applicants must also meet the specialized experience requirement as indicated below.

Additional Qualification Requirements for Supervisory Interdisciplinary Scientist, GS-401/487-14:

Applicants must have one year of specialized experience, equivalent to the GS-13 grade level in the Federal service.  Specialized experience includes experience providing leadership and strategic direction in managing and overseeing the work of a scientific group; analyzing and interpreting scientific documents, technical data, and other information related to animal science; experience with application of animal or agricultural regulations and laws (e.g. FD&C Act).

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
