About the Agency
This position is located in the Office of Business Administration and Technical Services (OBATS), Office of Facilities Engineering and Operations (OFEO), Smithsonian Institution. The employee oversees, coordinates, integrates, and directs the human capital resource management functions by serving as the principal advisor to the OFEO Director, the Deputy Director, and the directors of the other OFEO organizations on all personnel and organizational development matters.

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-14 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as applying advanced management and organizational principles and practices with comprehensive knowledge of planning, programming, and human capital functions; overseeing and motivating a diverse staff of professional, technical and support personnel, setting priorities, establishing schedules, and interfacing with all levels of management.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
Qualification requirements, including one year time-in-grade at the next lower grade level for promotion candidates, must be met within 30 days of the job announcement closing date.
HOW YOU WILL BE EVALUATED:

BASIS OF RATING:
- Ability to provide executive direction, implement programs and projects, and advocate for OFEO.
- Ability to inform and manage multiple departments and ensure compliance with federal and state laws and SI policies and procedures.
- Skill in written communication in order to prepare reports and correspondence for senior managers.
- Skill in managing, supervising, and motivating a diverse staff of professional, technical, and support personnel.
- Ability to perform analyses which identifies problems and implements solutions.
- Skill in oral communication in order to provide advice and guidance to senior managers.
