FG-9 DUTIES: Assists in dispatch, and coordination activities necessary to support Federal Aviation Administration (FAA) and Department of Defense (DOD) flight inspection requirement and other flight programs as directed in accordance with current FAA directives. Monitors flights in progress. Verifies departure, en-route, destination and alternate weather/NOTAMs to crew members of situations that arise which may impact the accomplishment of the mission. Ensures aircraft arrival messages are received. Executes flight planning, weight and balance calculations and other flight operational considerations upon request. Provides post-flight update of the AVN Integrated System (AVNIS) for processing Daily Flight Log, FAA Form 4040-5 and FAA Form 4040-6 to ensure accurate information is captured for flight hours, facility inspection progress, aircraft time in service, aircraft flight time, crew data and aircraft status. Maintains the flight crew schedule in accordance with current FAA directive in coordination with Flight Inspection Operations management. Creates and maintains of a Long Term Strategic scheduling plan to maximize system efficiency and reports potential scheduling surpluses and shortfalls to management for action. Analyzes program data and prepares reports as requested by management. Assists in the writing of technical and operational process documentation. Maintains crew schedules as schedules changes occur. Coordinates completed flight inspection schedules with affected organizations.

FG-11 DUTIES: Dispatches, flight follows, and provides assistance with scheduling flight inspection aircraft necessary to support Federal Aviation Administration (FAA) and Department of Defense (DoD) flight inspection requirements. Dispatches and provides flight operational support for other flight programs assigned according to applicable federal regulations and guidance. Monitors aviation weather, NOTAMs, TFRs and other aviation alerts to assure safety of flight. Assists flight planning, generates flight plans, obtains military Prior Permission Required (PPR), calculates weights and balance data and other flight operational information, when required. Coordinates with weather, navigation data and flight planning service provider(s). Ensures flights are canceled, delayed, re-routed or re-planned when safe operational conditions cannot be met. Executes flight dispatch when regulatory and risk management requirements are met. Processes post-flight documentation and coordinates aircraft services, aircrew transportation and lodging. Updates Flight Operations Management System (FOMS) to process Daily Flight Log, FAA Form 4040-5 and FAA Form 4040-6 to ensure accurate information is captured for flight hours, facility inspection progress, aircraft time in service, aircraft flight time, crew data and aircraft status. Focal point for coordinating support to the aircrew during in-flight emergencies. Assists management in implementation of the After Accident Response Plan. Coordinates personnel country clearances for FAA Crewmembers and DoD flight inspection personnel. Coordinates aircraft diplomatic clearances and overflight clearances for different types of FAA aircraft. Uses the DoD Aircraft and Personnel Automated Clearance System (APACS), or other service provider(s) when required, to obtain clearances for numerous countries covering a variety of operational and security factors. Performs other duties as assigned to ensure international clearance request processes are properly accomplished.

To qualify for this position at the GS/FG-9 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the GS/FG-7 level in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

FG-9 SPECIALIZED EXPERIENCE includes but not limited to: knowledge of planning, organization and participating in the dispatching of aircraft; interpreting and apply regulations and directives; preparing technical and operational documentation.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position.
OR
Combination of education and experience. Refer to OPM's Operating Manual Qualification Standards at, http://www.opm.gov/qualifications/SEC-IV/A/gs-admin.asp.

To qualify for this position at the GS/FG-11 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the GS/FG-9 level in the Federal Service.

FG-11 SPECIALIZED EXPERIENCE includes but not limited to: experience with flight inspection operations procedures; experience in crew scheduling; executing flight planning and monitoring flights in progress.
