JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

DIRECT HIRE AUTHORITY JOB OPPORTUNITY ANNOUNCEMENT: These positions are being filled through Office of Personnel Management's delegated Direct Hire Authority [DHA]. The Direct Hire Authority has been authorized by the Homeland Security Act of 2002 and Part 337, Subpart B, Title 5 of the Code of Federal Regulations [5 CFR]. If filled utilizing DHA, the following is applicable: all applicants who meet the basic qualification requirements will be forwarded to the Selecting Official for consideration. The "rule of three," Veteran's preference and traditional rating and ranking of applicants do not apply to the Direct Hire process. Indian Preference does apply.

This position is located in the Managed Care Department, Cheyenne River Health Center in Eagle Butte, SO. This position serves as the Case Manager/Utilization Reviewer/Discharge Planner. Coordinates all activities related to managed care; to improve/facilitate access to appropriate services; to provide/facilitate continuum of care, to improve coordination of services delivery; to provide resources for alternate care sites; to contain and/or decrease costs (while improving access); and to ensure appropriate utilization of the entire spectrum of services.

·         Case management; coordinate all activities related to managed care.

·         Determination and verification of patient eligibility for Direct Care, CHS, and alternate resources for the coordination of referred services.

·         Reports medical providers and discusses appropriateness of diagnosis and treatment procedures.

·         Work with the business office, medical records, and contract health in reviewing cases for follow up on claims.

·         Manages all post hospital care and follow up through the coordination of the patient discharge plan.

BASIC REQUIREMENTS:

 

Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

 

Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.

 

AND

 

GS-9: One year of specialized experience equivalent to at least the GS-7 level; OR 2 full years of progressively higher level graduate education OR a master's or equivalent degree; education must be related to the position being filled.

 

GS-11: One year of specialized experience equivalent to at least the GS-9 level; OR Completion of all requirements for a doctoral degree (Ph.D. or equivalent) OR 3 full years of progressively higher level graduate education; education must be related to the position being filled.

 

Specialized Experience: Experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. At GS-9 and above, many positions require experience in a specialty area of nursing.

 

Specialized Experience Further Defined GS-9: With close to moderate supervision; Experience in assisting with determination/verification of patient eligibility for Direct, Contract Health Services (CHS), and alternative resources for the coordination of referred medical services. Experience applying case management essential activities including assessment of care, planning of care, implementing care, coordinating care, and monitoring of care. Evaluating outcomes across the continuation of the patient(s) care. Experience matching ongoing needs of individuals/patients being served by the case management process; Experience using the appropriate level and type of health, medical, financial, legal, and psychological care for the patients being served. Experience responding to insurance providers and third party agencies to insure maximum reimbursement for the facility. Experience counseling and explaining to patients complicated diagnosis and treatment and the acceptance of the patients for medical care and treatments. Experience reviewing patient records to insure documentation meets appropriate criteria and to plan and assess the patient need for continuing care. Experience monitoring and evaluating the effectiveness of the discharge planning process and to insure that process and policies are being followed. Experience managing any follow up patient care after discharge.
