About the Agency

This position is located in the Overseas Private Investment Corporation (OPIC), Structured Finance Division, where you will be assigned to one of several teams that work on international project financing. The work of the unit involves providing medium- to long-term funding through direct loans and loan guaranties that complement private sector funding. OPICs Structured Finance focuses on U.S. businesses with annual revenues over $400 million and supports large-scale projects requiring significant capital, such as infrastructure, telecommunications, power, water, housing, airports, hotels, high-tech, financial services, and natural resource extraction industries. The work also involves the development of projects with high foreign policy profiles.

As a Project Finance Specialist, you will perform the following duties:

  • Conducts in-depth analyses of new loan proposals to determine their financial, technical, economic, legal, marketing, and political feasibility.
  • Performs in-depth analyses of: the nature of the proposed business ventures; the financial statements provided by the company or sponsors; country related macroeconomic and microeconomic risks; related to project contractual obligations; the eligibility, financial standing and business background of the sponsor; and other related factors.
  • Builds financial models and performs sensitivity analyses.
  • Prepares loan papers and presents to approval committees.
  • Negotiates with key interested parties on OPIC loan terms, OPIC policy requirements, collateral security and completion support.
  • Documents transactions leading to financial close and first disbursement. Manages outside consultants who are advising on project-related insurance, market, model, legal, and technical/engineering issues.

To qualify for this position, you must have one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service. Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To be considered for the GS-14, you must have 1 year of specialized experience at the GS-13 level or equivalent. Specialized experience includes: Expert knowledge working as a lending officer in an international project finance division at a commercial bank, investment bank, or multilateral developmental agency such as the International Finance Corporation AND demonstrated experience in i) evaluating the creditworthiness of projects located overseas, including in-depth analysis of the financial, sector, market, regulatory, legal and political factors, ii) structuring loan terms, iii) negotiating with relevant transaction parties, and iv) driving loan documentation processes. Substantial experience in financial transactions, particularly, project finance and business development.

1. Applied expert experience in all aspects of project finance and demonstrated experience in related areas such as corporate finance, accounting, credit analysis, and banking.
2. Skill in applying business experience to project risk identification, mitigation and structuring leading to development of loan terms.
3. Skill in analyzing and structuring complex international project financings.
4. Skill in developing, reviewing and negotiating legal and other documentation associated with the project and the financing in the form of contracts including, construction and operations and maintenance contracts, off-take/purchase contracts, loan agreements, security package including collateral and sponsor support, inter-creditor agreements and other transaction-related documents.
