·        Serves as Senior Translator for Chinese scientific and technical intelligence (S&TI) and general military intelligence (GMI) classified and open source textual materials from hardcopy and digital sources, and lead translator for the development of semi-automated Chinese-to-English machine translation systems

·        Produces English language abstracts and full-text translations from Chinese language documents either on ad hoc or standing requirement basis to support Open Source and all-source intelligence analysis and production; reviews and edits translations produced by junior translators and will be the final authority for the translation of words/phrases and submission into the DLIPS database

·        Processes S&TI and GMI textual and digital materials through a high-volume machine translation application known as the Foreign Media Collaboration Framework/Digital Library Input Processing System (FMCF/DLIPS), creating database records and other output results for use by the Air Force (AF), Department of Defense (DoD), Intelligence Community (IC), and other government agencies for analytical purposes

·        Operates all facets of the FMCF/DLIPS process including input materials selection, operational processing techniques, post-editing and output quality control; because of the nature of foreign language translation, these duties require the operator to analyze, evaluate, and interpret the words and phrases to determine the correct and accurate meaning within the context of the passages being translated

·        Performs Chinese S&TI and GMI language, linguistic and lexical research and development (R&D) particularly related to machine translation enhancement and development, and contributes to the advancement of machine translation systems through development of Chinese-to-English dictionary entries; presents results of R&D to international and national-level forums for the advancement of the science of language processing technologies; provides technical guidance to language contractor efforts.

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the

grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: 

Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position.  Examples of creditable experience include: Knowledge of Chinese language with emphasis on grammar, syntax and lexicography that will enable the incumbent to translate a wide range of nonstandard Chinese terminologies in various S&T and GMI fields into English; experience in translating, interpreting, or other work requiring the use of the English and Chinese languages.  Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Knowledge and capability in managing complex programs to support the demands of a wide range of S&TI and GMI clients on comprehensive or selective topics related to the fields of aerospace and astronautics, as well as related sciences, technologies  and intelligence disciplines.

2. Knowledge of Chinese language with emphasis on grammar, syntax and lexicography that will enable the incumbent to translate a wide range of nonstandard Chinese terminologies in various S&T and GMI fields into English.

3. Knowledge of FMCF/DLIPS machine translation application.

4. Knowledge and experience for application of development of new methods, approaches and procedures; clearly understand all NASIC mission areas in order to provide Chinese language support required to any NASIC client.

5. Skill in reading, speaking, and writing with a high-level of cultural understanding expected of a native Chinese, and communicate fluently in English.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.  

2. This is a drug testing designated position.  The incumbent is subject to random drug testing for drug use.  Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.

3. Work is largely sedentary, requiring much reading, writing, computer usage, analysis, interpretation and evaluation.  Some lifting, bending and walking is required to conduct and receive training, attend meetings, conduct business in other offices, and to transport documentation and materials.  Work is performed primarily in a smoke-free open office area with other employees working in the same vicinity.   

4. Some travel may be required within the CONUS or overseas to attend meetings or conferences.  

5. Flextime schedules may be changed on short notice due to critical mission support requirements.  

6. Incumbent may be required to travel by military or commercial aircraft in the performance of temporary duty.  

7. The employee may be required to work other than normal duty hours, which may include evenings, weekends and /or holidays.
