NATIONAL GUARD MEMBERSHIP IS NOT REQUIRED

This position is for a National Guard Non-Dual status (NDS) technician only. The position meets the criteria of the NDS Management plan as follows: The position resides within the infrastructure and supports functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administration role that is inherently military. For this reason, veterans' preference is not used for hiring and retention. This position is located in the Force Support Squadron, Mission Support Group, of an Air National Guard (ANG) Wing. The purpose of the position is to serve as the family readiness and support services representative at an ANG Wing and coordinate concurrently with the Force Support Squadron Commander/Human Resources Officer (Director of Personnel (DP)) at each wing, Joint Force Headquarters - State (JFHQ-ST) Family Program Director, NGB Family Programs Office, and US Air Force/Major Command (MAJCOM) Family Readiness Directors. The incumbent analyzes current family support offered through the Office of Secretary of Defense (OSD), Service and State programs, identifies shortfalls, and develops, manages, and monitors programs in support of Wing Families. Additionally, incumbent of a family readiness and support program and provides family readiness assistance at the geographically separated unit(s) (GSU).

The incumbent:

  • Manages, controls, and executes the ANG family readiness and support programs.
  • Manages the coordination and accomplishment of the planning, scope, development, design and direction of the family readiness and support programs.
  • Applies knowledge of management principles, applicable laws, regulations, and National Guard Bureau (NGB) guidance to family readiness and support programs.
  • Provides guidance to the ANG Wing leadership in the development and implementation of a family readiness and support program and provides family readiness assistance at the GSUs.
  • Analyzes current Family program support for Wing Families and determines where there are gaps in service or support.

Minimum Qualifications:
GS-9:
Must have one year of specialized experience equivalent to the GS-7 level in federal service that required analytical ability, judgment, discretion, and knowledge to assist with the planning, coordinating, implementation, and/or execution of personnel programs to support military members and their families; resolving problems affecting the military community; and providing advice and assistance both orally and in writing to others regarding the program to a variety of individuals.
OR

Must possess a Master's degree or at least two full years of graduate level education from an accredited college or university in a field of study that provided me with the knowledge, skills, and abilities to perform the duties of the position. (NOTE: You Must Submit Transcripts.)
OR

Must have a combination of the specialized experience described above and the graduate level education described above such that the percentage of required experience plus the percentage of required education equals 100%. Only graduate education in excess of two full years (36 hours) may be used to qualify. (You Must Submit Transcripts.)

GS-11: Must have at least one year of specialized work experience equivalent to GS-09 grade level in the Federal service which includes: planning and coordination a variety of personnel programs to support military members and their families; applying analytical techniques to conduct studies to evaluate program effectiveness and efficiency; developing recommendations and presenting solutions to management; identifying methods and resources to provide information about offered programs; creating newsletters and maintaining a website to distribute information to program users; and improving the volunteer capability to support programs and increase effectiveness.
OR

Must possess a Ph.D., or equivalent doctoral degree, or three full years of progressively higher graduate level education from an accredited college or university in a field of study that provided me with the knowledge, skills, and abilities to perform the duties of the position. OR

Must have a combination of the specialized experience described above and the graduate level education described above such that the percentage of required experience plus the percentage of required education equals 100%.
